About the Role:
The Accounting Manager is responsible for the oversight and execution of all accounting functions for Executive Office of Economic Development (EED), MA Marketing Partnership (MMP), and the MA Office of Business Development (SEA), including financial reporting, reconciliations, accounts payable/receivable, and fiscal close/open processes. This position supervises two accountants, establishes clear performance expectations, and ensures timely and accurate completion of all financial activities. The role partners closely with procurement staff to support purchasing, contract compliance, and vendor management, while maintaining strong internal controls and adherence to applicable state finance laws, regulations, and audit requirements. The Accounting Manager must demonstrate strong technical accounting expertise, supervisory capability, analytical skills, and the ability to implement and monitor effective compliance and control frameworks in a public-sector environment.
Duties and Responsibilities:
- Oversee day-to-day accounting operations for EED, MMP, and SEA.
- Manage fiscal close and open activities as prescribed by the Comptroller’s Office.
- Serve as the agency's Mosaic liaison and supports transition to the new platform.
- Maintain an awareness of Comptroller policies and procedures, Generally Accepted Accounting Principles, and other Commonwealth fiscal regulations and guidelines.
- Monitor budget spending and report appropriation conditions to the Budget Director.
- Recommend, prepare, and submit budget transactions including IEs, CRs, EXs, and ISAs.
- Track and prepare administrative contracts and payments.
- Prepare reports to track contracts, expenditures, and projections monthly.
- Run bi-weekly payroll reports to review with Human Resources.
- Review and approve orders in Commbuys, in coordination with the procurement team.
- Maintain and reconcile bank accounts and p-card accounts monthly.
- Develop reports utilizing the Commonwealth's Information Warehouse and query tools such as Microsoft Access and Excel.
- Navigate MOSAIC to obtain contract, financial, and purchasing information.
