Position Overview
The Senior Permit Specialist is responsible for identifying, procuring, and maintaining necessary permits, authorizations, licenses, approvals, concurrences, etc., required to own, construct, install, operate, maintain, and decommission undersea telecommunications cable systems worldwide.
Responsibilities
- Provide interdepartmental permitting expertise to other organizations including Sales and Project Management
- Responsible for permit budget tracking and forecasting during projects
- Research and analysis of regulatory requirements and their potential impact on project elements and schedules
- Produce a permit action plan for each project which includes a detailed permitting plan of work for each jurisdiction
- Review and liaise with SubCom personnel, permitting agencies, and customer personnel to define permit requirements and approaches for procuring permits in countries of cable landings and where cables transit maritime jurisdictional claims
- Preparing and completing permit related presentations to various government agencies (as well as to customers)
- Formulate technical work descriptions for permit applications
- Review Request For Proposals (RFPs) and preparing cost estimates and proposals for supply contracts
- Management of contractors and in country agents, for permit scoping and risk analysis, permit acquisition, biological/archaeological/other environmental support studies
- Ensure that any permits required for maintenance are maintained as required for SubCom’s maintenance contracts or retained assets
- Maintain a database of permit requirements for past and ongoing projects
Qualifications
Qualifications
- BS/BA degree, or equivalent work experience
- Minimum 5 years of experience in relevant field
- Experience of procuring permits for undersea cable systems
- Knowledge of domestic and international laws related to submarine cables and maritime jurisdictional claims
- Knowledge of regulatory and permitting requirements
- Basic knowledge of applicable construction and environmental regulations
- Basic knowledge of subsea cable engineering and construction practices
- Experience in contract management
- Coordination/Planning/Logistics
- Excellent communication and interpersonal skills; articulates thoughts and ideas clearly, concisely, and persuasively
