As the Shipyard Analyst (Technical Naval), you will provide programmatic support to one of our NAVSEA customers in the Washington, DC area. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.
Serco supports the US Navy’s Shipyards and Naval Industrial Base efforts related workforce/workload management, logistic services, business operations, and total force initiatives in support of shipyard Corporate Project Execution, support, and workforce training. Serco will provide the technical scope and associated tasks for support of NAVSEA’s LEAN Process/Performance Improvement initiatives, Project Management National Value Stream directive, broader Project Management and Industrial Operations support, Coaching and Development for Deck-plate Project Team Performance, Environmental, Safety and Health program support, and miscellaneous support to the NAVSEA Team headquarters regarding industrial operations and management.
In this role, you will:
- Receive and process Navy and shipyard project problem and manage escalation cases.
- Ensure data and information from reporting activities is delivered on time and in prescribed format per the SY MOC concept of operations requirements.
- Assess delivered data and information for cross-activity emerging issues, e.g., shortfalls in material, delays in engineering responses, and other issues indicating a sustainment system shortfall that may require NAVSEA and other external activity support to resolve.
- Action tracking and accomplishment in support of nuclear ship maintenance for planning, execution, and improvement initiative.
- Formally develop and staff, routine communications via letters, briefings and other correspondence.
- Support and participate in data collection and analysis to assess performance and target improvement opportunities, including the development of long-term strategic solutions in support of the shipyard and nuclear ship maintenance enterprise.
- Coordinate meetings and communications across the enterprise to drive resolution to issues.
- Communicate directly and frequently with the Program Director, Deputy Director, prgram and shipyard leads and program managers in support of the above tasks.
Qualifications
To be successful in this role you will have:
- An active or current DoD Secret clearance.
- US Citizenship
- A Bachelor’s degree, in a technical degree preferred.
- 7 Years of Project or Program Management experience (Experience in a Naval Shipyard production, operations, or business and strategic planning office or Project/Program Analyst experience in a Department of the Defense program office highly preferred)
Experience in business systems, manufacturing systems, or production systems analysis.
Subject Matter Expert level of knowledge on technical support elements related to Shipyard or Fleet Integrated Maintenance processes.
Familiarity with SUBSAFE and Nuclear Maintenance requirements.
- Strong customer, interpersonal and organizational level communication skills (written and verbal).
- Proficiency with Microsoft Office Suite programs, to include Excel and PowerPoint.
- Written communication skills (e.g., drafting program impact statements and Congressional Appeals)
- Experience leading a project and interfacing with an end item customer.
- Ability to travel at least 10% of the time.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
