What will you do?We are looking for an experienced leader in the international development space to join our growing team of experts for the upcoming USAID Analytics, Data, Visualization, and Information Services 2.0 (ADVISE 2.0) project managed by USAID’s Office of the Chief Information Officer (M/CIO). USAID Data Services is an agency-wide vehicle to increase USAID’s capacity to make data-informed decisions via data science, analytics, and data management support. This is an exciting opportunity to work across USAID operating units and program efforts to enhance the application of data across several key USAID database platforms including the Development Clearinghouse (DEC), Development Data Library (DDL), and International Data and Economy Analysis (IDEA) sites.
The Senior Development Advisor will be the project’s primary expert on practices related to the design, implementation, monitoring, and evaluation of international development projects as it relates to data science, analytics, and management. They will advise on customized reporting and visualizations of U.S. Foreign Assistance Data based on a thorough understanding of development best practices and what USAID staff, implementing partners, and other stakeholders will find relevant and useful. Important Note:This is a full-time proposal position contingent on contract award.

Responsibilities:
- Ensure the agency identifies and uses master data sources to provide authoritative, trustworthy data in a unified way to both internal and external stakeholders.
- Serve as the project’s leading expert on monitoring, evaluation, learning, and data best practices within the international development community.
- Provide deep subject level expertise as needed to provide substantive inputs into the project’s data analytics, visualization, and information services.
- Work with a team to plan and design data management practices for international development and other related programs and projects.c
- Assist a team in designing and testing new reports and visualizations to ensure functionality, accuracy, and user satisfaction.
- Support the responsible management of foreign assistance information and data throughout the program cycle.
Qualifications:
- Advanced degree in economics, sociology, various sciences, public policy, international affairs, or other discipline related to international development.
- Must be an expert on design, implementation, monitoring, and evaluation of international development projects.
- Experience overseeing the planning, design, and execution of a bilateral or multilateral assistance program for an international organization.
- Strong understanding of management and evaluation systems and program performance reviews.
- Experience with US Government budget and financial management processes, federal regulations related to foreign assistance contracts, and assistance awards.
- Awareness of general legal and ethics parameters related to US foreign assistance and due diligence practices in foreign assistance oversight.
- degree in economics, sociology, public policy, international affairs or other discipline related to international development.
- 8 years of experience serving in senior management with an international development organization.
