Director II's serve in senior management roles at of the top of the department's organizational structure. Manage and lead lower-level managers/supervisors. Serve as a mentor and ensure their managers implement county policies, procedures and initiatives correctly. Director II's work with managers to evaluate business operations and identify issues that might affect the department, and serve as liaison to the County Manager's Office.Director II (Emergency Communications) provides overall administrative direction for the County communications programs, projects, services, and facilities in an effective, efficient and ethical manner. Develop, implement and enforce policies and procedures for overall administration. Formulate and implement policy and procedures for all the department sections in accordance with county, state, federal, and other applicable requirements. Coordinate departmental operations with local, state, and national groups as well as County departments. Provide management and supervision to all Emergency Communications departmental staff which includes but is not limited to foster and support the highest quality of workplace team interaction and behavior by leadership and example. Ensure effective working relationships with all personnel within the organization and with organizations external to the agency and advocate for the department vision and support those involved in making the vision a reality. Establish quality control criterion for communications programs and services. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.
Job Duties and Responsibilities:
1. Supervise, mentor and manage department or unit managers.
2. Maintain relationships with clients, partners and other stakeholders.
3. Managing budgets of the organization or a specific division.
4. Develop departmental goals and initiatives.
5. Guide managers on implementing existing and new County initiatives and policies.
6. Evaluate department's processes and procedures.
7. Ensure business operations and ensure they are implemented based on established procedures.
8. Maintain regulatory records and paperwork.
9. Act as Liaison between department and County Manager/Deputy County Manager.
Emergency Communications Functional Area
1. Promote, coordinate, organize, and administer Emergency Communications programs under the jurisdiction of the Bernalillo County government.
2. Ensure the development, communication, training, and implementation of the department’s Emergency Operations Plan (EOP). Communicate the department’s EOP to all department staff. Train all levels of department personnel on the EOP. Ensure full participation of all employees and that roles have been established and delegated to lower management. Direct and execute the Emergency Management Procedures for the department ensuring the safety of all residents and employees.
3. Coordinate communications plans and operations amongst local and state emergency communications departments and public safety and public service responders. Confer with other local, state, and national entities regarding Emergency Communications projects and programs.
4. Promote staff engagement and cooperation with all community partners and provide ongoing guidance in the performance of their duties.
5. Inform Administration, County Commission, key community partners, and user groups, on status of Center's systems as well as plans or upgrades affecting the provision of services.
6. Prepare annual budget and establish departmental procedures to assure conformity to fiscal objectives; manage various programs to minimize operating expenses.
