As a Program Scheduler you will perform project schedule development, review, reporting, forecasting, and program-level schedule integration for the Airports Authority’s capital projects and programs.Program Scheduler
Serves in the Project Controls and Management Department of the Office of Engineering. Offices are located at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).
Through direct personal performance and the administration of consultants and contractors, and in collaboration with the Scheduler Supervisor, analyzes, maintains, and improves project controls policies and procedures, schedule controls, and reporting in support of the planning and management of the Capital Construction Program (CCP), Capital Operating and Maintenance Investment Program (COMIP), Dulles Corridor Capital Improvement Program (CIP) and Dulles Corridor Repair and Rehabilitation (R&R) Program. Performs related functions.
GENERAL RESPONSIBILITIES
Maintains, tracks, and analyzes capital program and project schedules. Utilizes Primavera P6, Microsoft Project, the Office of Engineering Project Management Information System (PMIS), and supplementary systems and software to analyze, maintain, and report project statuses, impacts, and schedule forecasting.
Supports the maintenance and updating of the Master Integrated Program Schedule (MIPS) for all programs, projects, and contracts under the purview of the Office of Engineering. Coordinates with the Office of Engineering Planning, Design, and Construction Departments to develop and maintain the MIPS.
Examines inter-project relationships and dependencies to determine completion dates, cash flow, and performance.
Monitors the execution of procedures and methodologies to be implemented by Design and Construction Departments’ contractor schedulers. Performs schedule analysis to determine project-related and program-level impacts of delays, accelerations, cancellations, and additions.
Generates cost-loaded schedules using software with drawings, specifications, and statements of work at predetermined design milestones.
Reviews contractor construction schedules and coordinates with managers on project schedules, impact, and cost issues.
Prepares recurring reports and presentations for project staff, management, and executive leadership as directed by the Scheduler Supervisor.
Prepares detailed schedule and cost reports on a daily, weekly, monthly, and as-needed basis.
Monitors consultant preparation of, detailed schedule and cost impact analyses in response to contractor claims or Requests for Equitable Adjustment (REA).
Assists in developing and maintaining project controls and management policies and procedures, ensuring office compliance for scheduling.
Prepares and maintains Scheduling Control Systems that assist Engineering and Construction supervisors with the evaluation and improvement of project execution (Progress Reports, Control Worksheets, Risk Reports, etc.).
Stays apprised of Engineering Office Planning, Design, and Construction contract development to accurately forecast project milestones.
Reviews and validates cost estimates, schedules, and other project-related documentation.
Conducts regular schedule reviews and analysis, integrating project risk factors into forecasting and providing recommendations to improve schedule performance and mitigate risks.
Develops and applies construction project schedule control, and schedule performance measurement and assessment systems to assist in achieving goals and resolving progress and cost issues.
Stays informed of design and construction project management techniques, construction industry costs and trends, and economic factors.
Performs other duties as assigned.
QUALIFICATIONS
Seven years of progressively responsible experience in construction project scheduling, project management, and project controls. An equivalent combination of education and experience may be considered.
Knowledge of engineering, architecture, and commercial-industrial construction project management and project controls.
