BACKGROUND
Purpose of Activity/ Assignment:
Provide a selected number of Asia UNICEF country offices technical and operational support on the use of cash-based assistance modalities in fragile and humanitarian contexts.
Scope of Work:
The tasks below will be performed by the consultant, under the supervision of the Unicef Global Cash Lead (based in Nairobi) and in close collaboration with staffs' members of the multi division Global cash hub. The list of countries is only indicative and may be updated by the supervisor during the assignment: Afghanistan, Myanmar, Vietnam, Cambodia, Philippines, Pakistan, India, Bangladesh.
Up to 30% of the time required to perform the tasks below is expected to be allocated specifically to support Myanmar country office.
• In close collaboration with the HOPE team lead, and field support data beneficiary staffs, support the global HOPE rollout process and regular use at country office level.
• Support the roll out of the UNICEF global capacity building strategy for cash-based assistance for UNICEF staff and partners, including governments
• Conduct in-country field support missions (up to 4 weeks) and provide remote support to ensure readiness of country offices to use cash-based modalities, this includes conducting technical and operational assessments, preparedness activities, technical and operational design of cash programmes across sectors, development of risk matrix, regular quality assurance tasks, development and regular updates of SoPs for payment processes, monitoring activities support etc.
• Provide technical support to country offices on the choice of system of delivery (national and/or direct delivery) and liaise closely with Poverty Center of excellence Shock Responsive Social Protection focal points in the Social Protection CoE team
- Support COs to establish robust monitoring and verification systems for implementation of cash-based assistance programmes
- Support Capacity building activity, by gathering data, produce analysis, as well as document best practices/lessons learned from ongoing implementation that will contribute to the global and regional cash-based assistance’s evidence efforts and advocacy strategies.
- Contribute to the coordination activities of cash-based assistance activities at global level by attending regularly the Global cash hub meetings, and collaborate with Asia based center of excellence sectoral staff.
