LOCATION: Green Bank Elementary Middle School 

CLASSIFICATION: Professional

REPORTS TO: Head Principal and/or Assistant Principal

EVALUATION: Evaluations conducted as defined in West Virginia Board of Education Policy 5310 and PCBOE Policy 3220.

FLSA STATUS: Exempt

CONTRACT: Long-term Substitute Assignment

SALARY: Based on experience and education level per Pocahontas County Schools salary schedule. See pocahontascountyschoolswv.sites.thrillshare.com for pay scales and benefits information. 

Term of employment: 200-day assignment beginning the first day of the 2026-2027 school year. This assignment will terminate when a regularly employed teacher returns, when a regular employee is hired to fill the position, or at the end of the 2026-2027 school year, whichever occurs first.

 

JOB DESCRIPTION 
Pursuant to WV Code §18A-1-1:

"Long-term substitute" means a substitute employee who fills a position for more than thirty consecutive instructional days, regardless of whether the position is vacant or the regular employee is absent.

"Classroom teacher" means a professional educator who has a direct instructional or counseling relationship with students and who spends the majority of his or her time in that capacity.

Under the direction of the Building Principal and Director of Special Education, the Long-term substitute Special Education Teacher develops and provides specialized instruction designed to meet the unique needs of students with disabilities; evaluates and assesses student progress toward instructional objectives; ensures compliance with state and federal special education requirements; and serves as the Individualized Education Program (IEP) Case Manager for assigned students.

The Long-term Substitute Special Education Teacher is responsible for providing high-quality instruction that promotes academic achievement, functional skill development, and student growth. The teacher develops and delivers standards-based instruction aligned with the West Virginia College- and Career-Readiness Standards, creates and maintains a safe and supportive learning environment, and supports students' academic, social, emotional, and behavioral development. The teacher collaborates with families, general education teachers, administrators, and related service providers to ensure students receive an appropriate educational program designed to meet their individual needs.

The Long-term Substitute Special Education Teacher performs duties consistent with the expectations of a professional educator as defined by West Virginia Code, West Virginia Board of Education policy, and Pocahontas County Board of Education policy.

 

QUALIFICATIONS

  • Valid West Virginia Long-Term Substitute Permit.
  • Must be properly endorsed in the area required for the assigned position in accordance with West Virginia Department of Education certification and permit requirements.
  • Must be an approved substitute teacher for Pocahontas County Schools.
  • Criminal background check conducted pursuant to WV Code §18A-3-10
     

ADDITIONAL MINIMUM REQUIREMENTS

  • Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration
  • Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration
  • Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
  • Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

  • Demonstrating Knowledge: Demonstrates current and thorough knowledge of assigned content, curriculum, instructional best practices, special education procedures, disability characteristics, applicable state standards, and federal and state special education regulations. Understands how students learn and develops instruction appropriate to various developmental levels and individual student needs.
