CDBG-DR Senior Disaster Recovery Grant Reporting Analyst - Remote

ICF Disaster Management division seeks an experienced professional to serve as a CDBG-DR Senior Disaster Recovery Grant Reporting Analyst.  This position is 100% Remote in the United States.

As a CDBG-DR Senior Disaster Recovery Grant Reporting Analyst, you should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery (CDBG-DR) requirements as well as working knowledge of other applicable Federal disaster recovery programs. You will support in developing, maintaining, and managing a Disaster Recovery Grant Reporting system and Action Plan for the State of Oregon. You will utilize your knowledge and understanding of the DRGR system with the ability to revise an existing action plan and budget.  This is a non-managerial position.  

Key Responsibilities:
•    Providing technical assistance and training to the client regarding requirements for use of DRGR
•    Assist in the distribution of DRGR access across the client’s staff as requested.
•    Assist in updating policies and procedures for reimbursement requests.
•    Assist with developing best practices and process flow charts for reimbursement packet review, draw request review, and check processing and disbursements.
•    Produce draw-down requests for review and approval in DRGR.
•    Provide the client with financial support and guidance related to processing, reviewing, and drawing reimbursement requests through DRGR.
•    Gather data, enter data, and submit quarterly performance reports for review. 
•    Provide the client with monthly and quarterly financial reports on the status of the grant, spending, and program progress.

MUST HAVE Qualifications:
•    Bachelor’s degree in Planning, Public Administration, Government, or a related discipline.
•    3+ years’ direct experience in DRGR management and/or CDBG-DR financial management.  

Preferred Skills/Experience: (may give candidates an edge) 
•    Demonstrated expertise in DRGR Action Plan development, experience processing DRGR vouchers, experience in producing Quarterly Performance Reports, or a combination of skills and experience to provide Subject Matter Expertise.
•    Ability to become proficient in current financial policies and procedures and support processing of a revised or new draw through DRGR within one month of employment start date.
•    Experience working in a consulting firm, development organization, or public agency preferred. 
•    Experience delivering training and technical assistance to state and local government agencies. 
•    Willingness to travel up to 15% depending on role and project needs in the United States.
