The Tactical Radars and Effectors department within Raytheon Hardware Engineering supports the development, production, and deployment of multiple defense products including radars, missiles, command and control systems, and naval electronics.  The products support US Government and international customers.

This Associate Director - Site Development Technical Lead role will provide technical guidance and direction to product lines establishing site facilities domestically and internationally.  These sites range from local installation of Raytheon’s mobile radars at fixed sites to large scale fixed site radars and supporting infrastructure. 

The role is an onsite role based in Marlborough, MA, and requires travel to domestic and international location based on program need.

What You Will Do

  • Experience and the ability to travel both CONUS and OCONUS to be the Raytheon SME on facility construction.

  • Provide technical leadership to ~$100M in annual site construction projects in support of USG and Foreign military customer product installations.

  • Drive technical requirements for site construction to programs and contractors across multiple programs.

  • Provide technical oversight to team and contractors during site construction and integration.

  • Define engineering staffing to needs for site development and integration programs and collaborate with functional organizations to build technical bench strength.

  • Provide transparent identification and communication of issues to program and functional leadership and engagement for resources to resolve rapidly and efficiently.

  • Identify and manage risks and opportunities and associated mitigation and capture plans as they relate to the sites.

  • Responsible for new business proposal’s site development and integration scope, ensuring proposals have a robust technical baseline and address risk and opportunities.  Responsible for ensuring proposals are reviewed and approved by program and engineering discipline leadership as applicable.

  • Develop strategic relationships both internally and externally with capability for Mission Critical facility design and construction.

  • Responsible for developing a common goal, clarifying roles and responsibilities, creating effective communication to remove any blockers, and execute final project delivery.

Qualifications You Must Have  

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 12 years’ of prior work experience, or an Advanced Degree in a related field and minimum of 9 years’ of prior work experience.

  • Minimum 5 years’ experience in leading a multi-disciplined team in site development.

  • Experience managing risk, cost, quality, and/or schedule for domestic and international customers.

  • Experience with large scale facility requirements, evaluation of contractors, and/or oversight of construction work.

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer 

  • Current Professional Engineering License

  • Experience working in the construction industry.

  • Experience in evaluation and oversight of contractors based in the Middle East in the execution of complex facility construction to meet military requirements.

  • Experience with both domestic and international defense programs including both Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) contracts.
