Reporting to the Senior Vice President, Global Policy and Government Affairs (GPGA), this role drives the development and implementation of the GPGA strategic plan and serves as an agent of the SVP, GPGA. With the authority delegated by the SVP, this position manages staff and oversees day-to-day activities and operations of the team. The incumbent directly manages governmental affairs and policy communications departments, oversees policy and legislative development, leads special projects, provides presentations as needed, and represents the SVP at meetings, committees, and workgroups.

Key Responsibilities

Strategy and Insights

  • Drive the operational development and effective implementation of the GPGA priorities of overall strategic goals of BMS.
  • Oversee the annual planning process to ensure alignment with key business partners. Implement regular processes for sharing plans across the function and more broadly.
  • Monitor the external landscape to stay abreast of industry and functional macro trends to inform and educate stakeholders and incorporate into GPGA strategic plan and processes.
  • Act as policy/advocacy liaison to key internal and external audiences, including CEO, LT members, board members, counsel, and consultants, among others.
  • Ensure that strategies are clearly understood by all stakeholders and that the organization is achieving its strategic goals at the optimum pace.

Governance, Capabilities, and Processes

  • Create and execute an efficient department governance framework that is timely, efficient, and promotes collaboration, sharing of information, best practice adoption, and follow-up.
  • Provide overall policy leadership: develop and implement GPGA legislative and public policy positions and strategies, including advocating for policy change (proactive and mitigation).
  • Accountable for continual process improvement, reducing inefficient processes and unnecessary work across the department; streamlines to remove costs where possible.
  • Lead and manage operational calendars to support shared visibility to key events, speaking engagements, business milestones.

Management, Planning, and Measurement & Reporting

  • Accountable for leading a team with diverse talents, experiences, and perspectives to support GPGA goals achievement and strategy.
  • Partner with SVP and EVP, Legal & Policy on establishing a team effectiveness approach in alignment with the BMSLT team effective directive.
  • Lead and manage headcount, budget process that includes robust monthly reporting and measurement for all department members.
  • Responsible for tools and content to ensure understanding and engagement across the organization with key processes.

GPGA Ways of Working

  • Drive the overall priorities for leadership across policy and government affairs for the Senior Vice President.
  • Ensure a strategic lens around social, digital, and organizational communications.

Project Management, Planning & Logistics

  • Lead and manage planning and logistics of internal and external engagements of the Senior Vice President of Global Policy & Government Affairs.
  • Accountable for agenda development and planning of all team meetings and/or meetings of the leader.
  • Responsible for tracking our global consultant network, which supports key areas of our business including freelance writers, creative resources, and agencies.

EXPERIENCE AND QUALIFICATIONS

  • 15+ years of demonstrated experience in strategy and operations, global policy, international government affairs, and pharmaceutical
