The Associate Director, Compensation & Benefits provides functional expertise and assists the Director, Compensation & Benefits with the day-to-day management and administration of Compensation and Benefits functions, policies, programs and projects. The Associate Director assists with the annual benefits evaluation and open enrollment process, communicates faculty and staff benefits including medical, dental, life, STD, LTD, EAP, tuition, Section 125, 403(b) and 457(b) retirement plan, transportation, Workers’ Compensation and unemployment benefits. The Associate Director assists with the management of the salary administration process, job evaluation and classifications process, participates in salary surveys and conducts market pay and equity analysis and ensures compliance with various federal and state regulations. The Associate Director will provide day to day oversight for the leaves of absence program and will assist as needed with special initiatives such as early retirement incentive programs, reductions in force and union negotiations preparation and participation. This is an important role that requires accuracy, attention to detail, and excellent customer service skills.

ESSENTIAL JOB DUTIES

BENEFITS

  • Assist with the communication of faculty and staff benefits including medical, dental, life, STD, LTD, EAP, tuition, Section 125, 403(b) and 457 (b) retirement plan, transportation, credit union and Workers’ Compensation

  • Assist with the analysis,  and implemention of benefit policies, programs, plan design and/or benefit changes

  • Prepare annual benefit-cost analysis; oversee day-to-day vendor relationships and assists Director  with vendor selections

  • Assist with pplan design proposalss,  policies, communications and presentations

  • Implement new or modified benefit plan offerings during annual open enrollment

  • Manage benefits in a fiscally responsible manner

COMPENSATION

  • Assist with the management of the  salary administration process, job evaluation and classifications processes

  • (this is in a bullet below)Support the analysis, research, recommendation and implementation compensation policies, pay guidelines, programs, structures and changes

  • Participate in salary surveys, review market trends and salary schedules to ensure the College’s competitive position in the marketplace and monitor internal equity

  • Recommend market and/or other adjustments as necessary; conduct job evaluation and classifications as requested

  • Oversee salary administration program processing of  one-time payments and union-related adjustments.

  • Assist with the preparation of  policies, guidelines, communications and presentations

  • Manage compensation in a fiscally responsible manner

COMPLIANCE

  • Assist the Director in ensuring  that all benefits and compensation programs are in legal compliance with federal and state laws (i.e., ERISA, HIPAA, PFMLA, FLSA, Massachusetts Equal Pay Act) and in compliance with collective bargaining agreements

  • Stay abreast of pending legislation, regulations and trends that may affect benefits and/or compensation and proactively address potential issues

  • Complete required surveys such as IPEDs, CUPA and CMS Data Match

OTHER RESPONSIBILITIES

  • Oversee the day-to-day management of faculty and staff leave of absence and disability accommodation requests to ensure compliance with various federal and state laws and college policies (i.e., Massachusetts Paid Medical and Family leave, California Paid Medical and Family Leave, FMLA, Personal LOA)

  • Coordinate leave and ADA requests with faculty and staff collective bargaining agreements

  • Assist with the design, implementation and communication  of LOA and ADA related policies and procedures to the College community

  • Responsible for the day-to-day administration of the College’s unemployment benefits program including auditing and payment of monthly benefit claims, responding to DUA inquiries and attending appeal hearings as needed.

  • Analyze and streamline business processes and procedures that leverage Work Day and related technology for benefits, compensation and leave administration

  • Develop effective metrics for measuring and monitoring effectiveness of compensation, benefits and leave administration, structures and programs

  • Prepare and provide various reports as needed
