Job Description
Provides subject matter expertise and overall management of the temporary access program during the term of the contract. Shall lead and be responsible for coordinating early planning efforts, development of scope, workflows and procedures and act as the main point of contact for all onsite planning, scheduling, design and execution related matters as it pertains to temporary access works.
Qualifications
- Provides subject matter expertise across all areas of temporary access as it relates to scaffolding and other alternative methods of access to provide “best practice” solutions to the Purchaser with a focus on safety, efficiency, and productivity enhancement to the Labor Contractor.
- Acts in Purchaser’s best interests to ensure methods of access meet end-user requirements evaluating and consulting on factors such as dimensions, load requirements, points of access, transport, and multi-trade access;
- Initiates and coordinates the implementation of the Planning Contractor’s management program (Hi-Vis®) and ensures timely training of all stakeholders who require access;
- Provides input and ensures KPI’s, reporting metrics and the reporting dashboards are established in consultation with the Purchaser and the Labor Contractor;
- Demonstrates leadership in the health, safety and environmental protection of all stakeholders across the project site and ensures compliance with OSHA standards, federal, state and local acts, legislation and the Purchaser’s policies and procedures;
- Prepares and documents all necessary site-specific Safety Risk Assessments for the Planning Contractor’s scope of work;
- Identifies temporary access requirements in line with Purchaser’s detailed routine maintenance schedules and facilitates access and resource planning meetings on a daily/weekly basis with all relevant interfaces;
- Initiates electronic temporary access requests for pre-identified scaffolds via the Planning Contractor’s management program (Hi-Vis®) and ensures all relevant workflow steps are completed in conjunction with the Labor Contractor;
- Coordinates with the Planning Contractor’s Planner / Estimator to determine the most safe, efficient, productive method of access and oversees the development of the estimate with supporting designs including resource and material requirements;
- Work closely the Planning Contractor’s Planner / Estimator (and home office technical team where applicable) to oversee the development of a library of routine maintenance work packages;
- Ensures installation work packages are constraint free prior to releasing to the Labor Contractor for work to progress;
- Leads and participates in all field walk downs and verifications in conjunction with the Labor Contractor;
- Ensures installation work packages identified align with Purchaser’s planning & scheduling initiatives for accurate forecasting of material requirements and Labor Contractor’s staffing levels;
- Provides a weekly report outlining status of all installation work packages, material utilization, performance, productivity, accomplishments and areas of concerns to Purchaser;
- Provide proactive recommendations and solutions to the Purchaser for continued improvement and ensures documented outcomes within the weekly report; and
- Leads temporary access audits in consultation with the Purchaser and Labor Contractor to verify accuracy of builds, modifiers and component count.
