Position Summary
The Project Controls Manager reports directly to the Director of Finance for the GSI segment and is responsible for establishing, leading, and continuously improving the project controls function across construction projects within the GSI umbrella. This is a newly created role and will play a critical part in strengthening cost control, change management, forecasting, and financial transparency across projects. The role sits within the Accounting & Finance Department and works closely with Operations, Project Management, Estimating, and Executive Leadership.
Responsibilities
- Design, implement, and manage a standardized project controls framework for construction projects, including cost controls, change controls, forecasting, and reporting.
- Establish policies and procedures for budget management, cost tracking, change order control, and financial forecasting across all projects.
- Oversee project budgets from project kickoff through closeout, ensuring alignment between contract values, approved changes, and forecasted costs.
- Lead the change management process, including review, validation, pricing support, approval tracking, and financial impact analysis of change orders and claims.
- Develop and maintain cost reports, cash flow projections, earned value metrics, and variance analyses for leadership and project teams.
- Partner with Accounting to ensure accurate job cost reporting, revenue recognition, WIP accuracy, and alignment with financial statements.
- Lead timely WIP reviews in coordination with Project Management and Accounting to ensure accurate percent complete, cost-to-complete, and margin forecasting.
- Oversee project billings, ensuring timely and accurate invoicing aligned with contract terms, approved change orders, and WIP.
- Support and monitor project-level accounts receivable, including collections status, aging, and cash flow impacts.
- Monitor project-level accounts payable activity to ensure costs are captured accurately, accruals are complete, and payment timing aligns with project cash flow plans.
- Support project managers with financial insights, cost-to-complete analysis, risk identification, and corrective action planning.
- Implement systems, tools, or software enhancements to improve project controls efficiency and data accuracy.
- Train and mentor project managers, engineers, and analysts on project controls best practices.
- Identify project-level financial risks and opportunities and proactively communicate impacts to leadership.
- Support audits, internal reviews, and executive reporting as needed.
