Position Overview:

The Business Manager, Operations (BMO), position in the Division of Professional Studies is a key leader in the Financial and Business Services unit of the Division.  The BMO supervises three Business Service Specialists and two Accounting Associates.  As a team, this group processes all financial and payroll transactions for the $45m operations of the division.  The BMO is the manager overseeing all process and policy around procurement, purchasing cards, cash receipts, journal entries, travel planning and reimbursement, catering, position management, time entry, on-boarding, leave tracking, financial reconciliations, key management and all required business functions.  Providing excellent customer service to the faculty and staff of DPS is an important focus of the BMO.

Telework:

A hybrid telework schedule may be available. 

Responsibilities:
  • Supervise the daily work of assigned employees, often including transaction processing approvals.  Provide guidance, support and evaluate performance.
  • Oversee all Division procurement activities, ensuring compliance with all State/UMBC procedure and policy.  Procurement includes oversight of multiple purchasing cards, purchases via punch out vendors, and other types of transactions such as honorariums, travel pre-approvals and reimbursements, RFQ/P, software reviews, contracts, Purchase Orders, and the like.
  • Oversee all Division payroll processing, ensuring compliance with all State/UMBC procedure and policy.  Payroll includes approximately 1500 part time instructor contracts annually, 50 regular employees, and 75-100 student employees with quick turnaround processing during August, January and May.
  • Oversee, enhance and maintain the Division’s request tracker (RT) platform and provide outstanding service for all those requiring support from the unit.  Engage in continuous improvement to create new efficiencies and better processes.
  • Additional business-related areas such as facility related functions and special projects as assigned. 
Required Minimum Qualifications:
  • A Bachelors Degree

Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

  • At least six years of progressively responsible experience in payroll, personnel and accounting work
  • At least two years of lead or supervisory experience. 
  • Must be able to communicate well and collaborate effectively with individuals at multiple levels in a team-based environment.
  • Requires exceptional organizational and problem-solving skills, attention to detail and dedicated customer service skills.
  • Microsoft Excel experience.
Preferred Qualifications:
  • State of Maryland procurement expertise
  • State of Maryland payroll expertise
  • Experience with PeopleSoft Finance and HR, PAW and REX reporting
