JOB SUMMARY:

This is a Government Analyst II position in the General Tax Administration (GTA) Program's, Communications Process. The incumbent is responsible for GTA’s Performance Accountability Measures (PAMs) and providing quality assurance reviews of approved (Governor/Cabinet, Legislative) PAMs; possessing an understanding of the Department’s Strategic Planning System, Long-Range Program Plan (LRPP), Program’s processing and functions, and reporting databases in the System for Unified Taxation (SUNTAX). Also, the incumbent assists with reviewing the accuracy of the reported performance data and documenting/defining elements related to the measures’ validity and reliability, generating annual Walking Around Numbers (WAN) Report, preparing budget amendments regarding performance measure changes, and drafting narratives and compiling data for the development of GTA’s portion of the annual LRPP. Additionally, the incumbent plays a key role in ensuring projects meet objectives on time and budget by increasing employee adoption and usage; and creates educational messages for taxpayers, tax practitioners, the public, and Department employees. The incumbent focuses on the people side of change, including changes to business processes, systems and technology, job roles, and organization structures.

MINIMUM REQUIREMENTS:

  • Two years of experience with data analysis, systems analysis, and process improvement.
  • Two years of experience with project development including planning, design, and implementation.
  • Two years of experience with program research, planning, evaluation, organizational or staff development.
  • Two years of experience writing or editing communications products; or developing educational products (The communications/educational products may include website content, print-based materials, audio/video publications, training materials, newsletters, brochures, etc.).

PREFERENCES: 

  • Baldrige or Sterling examiner training, Six Sigma Yellow Belt training, Six Sigma Green Belt training.
  • Certified Associate in Project Management (CAPM), Project Management Professional (PMP), Certified Public Manager (CPM) certification, Prosci Certified Change Practitioner.

SALARY: The hiring salary for this position generally will not exceed $5,959.11 monthly/$71,509.32 annually.
