The OCF Division of Performance Management and Technology supports the core mission of OCF in the following ways:
- Strengthening how OCF utilizes data to make informed decisions about the children and families we serve;
- Evaluating service quality and consistency across the array of OCF programs, identifying needed improvements, and tracking these improvements over time;
- Building a world class data infrastructure aligned with the evolving needs of OCF programming and the workforce that delivers the services.
- Developing integrated information systems so that practitioners can easily access and utilize quality and accurate data in their day-to-day decisions.
Job Description
The Director of Performance Management leads the design, management, and implementation of performance management efforts across the large portfolio of programs managed by the Office of Children and Families. The Director role is focused in two major areas: performance management and continuous improvement. The Director supervises an interdisciplinary team of data analysts and specialists that have content expertise in human services. The Director builds and cultivates partnerships with internal and external stakeholders to use performance management practices to make data-informed program and process improvements, spend resources wisely, and ultimately deliver better services for Philadelphia children and families. In addition to the duties noted above, the Director will provide leadership to all performance management internal and external processes and reports, the development and implementation of the evaluation of OCF intermediary contracts, child fatality and near fatality reviews and related national level work, lead the annual Needs Based Budget efforts required of PMT, support efforts to understand and eliminate disproportionality in child welfare, promote the inclusion of youth and family voices in quality improvement efforts, and ensure OCF programs and resources are serving our Philadelphia children and families in most need of support.
Essential Functions
- Lead and supervise team of managers and analysts. Provide team oversight, guidance, and coaching to enable project leaders and teams to achieve project outcomes.
- Establish and lead a collaborative environment for the performance management teams, where knowledge is shared across disciplines on a regular basis to advance initiatives and projects.
- Develop, clarify, assign, and oversee the design of project scopes, definition of deliverables, and the achievement of targeted outcomes and timelines.
- Ensure project requirements are achieved in a timely fashion and within budget guidelines.
- Convene and engage the performance management teams on a regular basis to build collaborative relationships among project team members.
- Develop, refine, test, and implement tools to manage performance management assignments to team members, ensure transparency of assignments and knowledge sharing among team members, and track the timely progress and completion of projects.
- Work closely across the Division of Performance Management Technology (PMT) to ensure the alignment of technology, evaluation, data analytic and research projects with the performance management needs of the Office of Children and Families.
