The Military Engines Business Acquisition Center of Excellence (BACE) team is seeking to hire enthusiastic and qualified Proposal Manager to join us onsite in East Hartford, CT.
As a Proposal Manager, you will lead Military Engine proposal teams from pre-solicitation through proposal development and contract award, supporting various programs. You will manage all aspects of proposal development, including strategy, schedules, budgeting, and coordination with internal teams and customers. You will ensure a clear definition of proposal requirements in accordance with FARs part 12 and 15, and in collaboration with United States Government (USG) entities, conduct and oversee fact-finding missions, Requests for Information (RFI) responses, Rough Orders of Magnitude (ROMs), Requests for Proposals (RFPs), negotiations, and the sweep processes. This role necessitates close coordination with key stakeholders including Pricing and Estimating, the Business Acquisition Team (BAT), comprised of the Military Engines Program Management Office (PMO), Program Finance Services (PFS), Pricing and Contracts. You will train and support the Business Acquisition Team in relevant processes and tools.
What You Will Do:
- Lead Military Engine proposal teams from pre-RFP stages through contract award, supporting various programs; manage all aspects of proposal development including plans, schedules, budgeting, and coordination with internal teams and customers.
- Ensure clear definition of proposal requirements in collaboration with US Government entities, conduct and oversee fact-finding missions, RFI responses, negotiations, and final sweep processes, train proposal teams in relevant processes and tools.
- Review technical volumes for compatibility with Basis of Estimates (BOEs)
- Participate in offer evaluations and negotiations.
- Drive continuous improvement within the Business Acquisition team as per evolving customer needs; support proposal requirement working group meetings with USG customer as requested.
- Ensure that proposals developed and delivered to customer are compliant with USG requirements and P&W Policies.
- Conduct After Action Review (AAR) following completion of proposal submittal to identify and document lessons learned and best practices.
- Successful candidate will be involved in driving change through the Business Acquisition Team as BACE continues to evolve in response to our customer’s needs.
Qualifications You Must Have:
- BA/BS degree in Engineering, Finance, Business or related field with 8+ years of experience; or MA/MS with 5+ years of experience.
- Minimum of 6+ years' experience in proposal management or project management within U.S. DoD or international military programs.
- Proficiency in Microsoft Office Suite (Outlook, Excel, Word, Project, PowerPoint).
- Experience working within TEAMS and SharePoint environments.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Proposal or Project Management; strong background in program requirement development and negotiation; proven ability to develop effective BOEs that meet program requirements.
- Active Security Clearance is considered a strong asset.
- Familiarity with P&W Military Engines.
