The Specter Portfolio of programs is seeking to hire a Deputy Program Manager located in Tucson, Arizona at Raytheon. Specter Portfolio is a part of the Strike Initiatives Sub-Strategic Business Unit (SSBU) and the Air and Space Defense Systems (ASDS) Strategic Business Unit (SBU). The Deputy Program Manager is responsible for overseeing and managing the lifecycle and operational aspects of projects, and liaises between project management and planning, IPT leads, and program teams under the guidance of the Program Manager.

The Deputy Program Manager will serve as a key driver of Specter cross portfolio efforts on various tasks, including working independently on special assignments, managing Risk and Opportunities, leading CORE projects, Control Account Manager (CAM) for multiple disciplines within the PMO on our existing and future efforts, and helping with execution of program tasks.

This position is an onsite role located in Tucson, AZ. Relocation is not available.

What You Will Do:

  • Assist the Program Manager (PM) to implement program activities.

  • Experience leading teams directly supporting program objectives; managing cost, schedule, EAC management, risk & opportunity and technical performance.

  • Manage the flow of technical communications, PDM, emails, meetings, and including direct interaction (in-person or remote) with IPTLs, as necessary.

  • Develop a relationship with the various Production/Sustainment teams in order to manage the work that is being executed to provide familiarity with BOMs, scheduling and sell-off process/requirements, shipping processes/requirements.

  • Develop program-enhancing partnerships with internal functional organizations; such as contracts, finance, supply chain, manufacturing, quality control, PMO, and administrative functions.

  • Convey to customer, program status and performance. Additionally, anticipate and fulfill customer needs to ensure their satisfaction and continued business.

  • Manage the program risk and opportunity, in accordance with specific financial goals and obligations.

  • Execute daily program cadence i.e., risk review boards, customer reviews, and program milestone.

  • Control Account Manager (CAMs) for the Program Management Office.

Qualifications You Must Have: 

  • Typically requires a Bachelor’s degree 8 years of prior relevant experience OR an Advanced degree and 5 years of relevant experience.

  • Active and transferable U.S. government issued security clearance is required prior to start date.  

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer: 

  • Experience and understanding of Raytheon IPDS and Gating Process.

  • Experience creating Basis of Estimating (BOEs) to support labor and material bids.

  • EVMS certification.

  • Experience with Risk and Opportunity Management.

  • Experience supporting programs and executing responsibilities in an Agile environment.

  • Experience developing and reviewing cost proposals and synthesizing business review material for Management review and approval.
