Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities; Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings; Knowledge of a specialized public health program; Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Examples of qualifying specialized experience include: • Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities. • Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs. In addition, qualifying specialized experience must demonstrate the following: Experience overseeing and providing technical guidance for supply chain, logistics and commodities procurement related to international health programs. Experience providing guidance in the design, implementation, and analysis of supply chain-related contracts and grants for HIV/AIDS prevention treatment and care programs. There is no substitute of education for specialized experience for the GS-14 position.
