WGL - Sr. Manager, Project Support Services

The Senior Manager, Project Support Services provides leadership and oversight for centralized and standardized project support activities that enable consistent, disciplined execution/delivery of capital projects. This role is accountable for establishing and maintaining common practices for planning, controls, reporting, and governance across projects to support predictable delivery, financial control, and transparency. The position supports effective capital stewardship by ensuring accurate forecasting, performance visibility, documentation integrity, and alignment with approved governance frameworks.

You Will:

  • Manage centralized, standardized practices for project planning, scheduling, cost control, forecasting, and change management across capital projects to provide senior leadership with critical information and project trends.

  • Manage timely, accurate project reporting, dashboards, and analytics to support leadership decision-making.

  • Establish consistent approaches to integrated project schedules, budgets, forecasts, and performance reporting.

  • Monitor project expenditures, commitments, accruals, and trends against approved plans and authorizations.

  • Ensure disciplined change control with clear visibility into scope, schedule, cost, and risk impacts.

  • Provide variance analysis, earned value insights, and forward-looking forecasts to enable proactive performance management.

  • Ensure project baselines, assumptions, and supporting documentation are maintained to support transparency and governance oversight.

  • Manage centralized resource planning, allocation, and utilization tracking in alignment with execution priorities and financial constraints.

  • Support development of multi-year capital and resource forecasts in coordination with Engineering, Operations, and Finance.

  • Monitor external benchmarks and execution strategies to compare to internal best practices in order to help evaluate and implement continuous improvement opportunities.

  • Provide oversight of project controls, scheduling, financial, and analytics systems, ensuring consistent use, data quality, and reporting integrity.

  • Manage and coordinate Asset Investment Planning activities using Copperleaf, supporting alignment between capital priorities, investment scenarios, funding assumptions, and approved governance decisions.

  • Drive continuous improvement in standardized processes, tools, and reporting that support capital project delivery.

  • Serve as a key liaison between project teams, functional partners, and leadership to ensure alignment and timely issue escalation.

  • Partner with Project Managers, Finance, Engineering, Supply Chain, Operations, and external contractors and consultants to support effective execution of fully integrated project plan, schedule and cost management with real time updates based on time and money spent. 

  • Manage, mentor, and develop project controls and planning staff, setting clear expectations and accountability for performance.

  • Serve as a subject matter expert and trusted advisor on standardized planning, budgeting, forecasting, and project controls practices.

You Have:

  • Bachelor’s degree in Engineering, Business, Finance, Economics, or Project Management

  • 10+ years of experience in project controls, planning, budgeting, or capital project delivery

  • 5+ years of leadership or people management experience

  • Experience supporting large infrastructure or utility capital programs preferred

  • Project management and field construction experience an asset

  • Strong knowledge of project controls, scheduling, forecasting, and project accounting

  • Proficiency with Primavera P6, ERP systems, Power BI, and MS Office

  • Expertise in earned value management, variance analysis, and change control

  • Excellent communication, facilitation, and stakeholder management skills

  • Proven ability to lead teams, drive standardization, and enable data-driven decisions

We offer a competitive salary range of $149,200 to $195,000 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
