Job Duties:
In partnership with people with disabilities, the DRS Field Rehabilitation Services Division assists individuals with disabilities to make informed choices that will maximize their employment through coordinated service delivery. DRS staff will assist the Workforce Network to deliver quality workforce services to individuals with disabilities who want to work and employers seeking to hire them to the extent that this provides benefit to the DRS program.
We are seeking a Human Services Manager. With a primary focus on the achievement of employment outcomes, directs and manages all programmatic and administrative functions to ensure efficient and effective daily operations of assigned DRS field offices providing comprehensive vocational rehabilitation services to a designated geographic area of the state within established policies and procedures.
Provides direct supervision of assigned customer service delivery and support staff. Ensures responsible management of assigned fiscal resources. To meet the expectations of the Counselor Manager position, the incumbent must have access to personally identifiable and confidential information about agency consumers and/or agency staff.
This position oversees the operations of two DRS field offices: Danville and South Boston. These offices provide VR services to the community and schools in the following counties: Pittsylvania, Halifax, Mecklenburg, Charlotte and Lunenburg. This position manages 5 support staff, 6 vocational counselors and 1 placement counselor.

In accordance with 34 CFR 361.10, 34 CFR 361.11, and Virginia’s Combined State Plan under the Workforce Innovation and Opportunity Act (WIOA), applicants are required to have a master’s degree in rehabilitation counseling or a closely related field. Applicants within a semester of completing their master's may also be considered. Transcripts must accompany the application, and they must display the date that the degree was awarded.
Extensive knowledge of human service delivery systems. Some knowledge of personnel management, policies, procedures, and techniques; budget planning and fiscal management.
Demonstrated ability to:
• Establish and maintain effective working relationships with individuals from varying social and economic environments.
• Communicate effectively orally and in writing; to interpret and apply complex policies and procedures in the provision of services.
• Establish employment opportunities through contacts with businesses and other organizations within the community.
• Organize and manage multiple and sometimes unrelated responsibilities in a timely manner.
• Prioritize duties and exercise responsible judgment with minimal supervision; to motivate and train professional and support staff.
• Participate in a multi-disciplinary team setting in building collaborative networks.
Additional Considerations:
- Current CRC credential.
- Extensive knowledge of the vocational rehabilitation process.
- Knowledge of community resources.
- Knowledge of Workforce Innovation and Opportunities Act (WIOA) and the Americans with Disabilities Act (ADA) compliance requirements.
- Knowledge of Windows based software programs, or similar word processing software.
