Job Description
We are seeking a Transportation Program Analyst for ICF’s Transportation Practice. This position supports the administration, setup, and on-going monitoring of project financials, schedules, and contracts as well as support for pricing project proposals. Projects are primarily conducted for clients at the U.S. Department of Transportation as well as state, regional, and local transportation agencies. The Transportation Program Analyst would work on multiple projects concurrently and assume an active role on numerous project teams.
The Transportation Program Analyst should have a background or interest in financial and project management, especially for the federal government, strong analytical skills, excellent written and oral communication skills, and strong interpersonal skills. They will be expected to work as part of multiple teams to execute and monitor projects that support the delivery of accurate, timely, and high-quality products and services. This position offers significant potential for professional growth and advancement.
Key Responsibilities
- Review requests for proposals and work with proposal managers and other members of the proposal team to prepare price proposals and business-related narratives for submission.
- Review contract awards and work with internal staff to oversee internal project setup in ICF’s accounting and project management systems. Activities during setup could include setting up multiple subcontracts, establishing an invoice schedule, preparing the financials for tracking purposes, and providing key information to project team on key contract terms.
- Review monthly project financials; analyze financials to determine if financials are on schedule from a financial, contractual and schedule perspective providing corrective actions recommendations if necessary.
- Prepare internal and client reports.
- Request, review, and track monthly project invoices for accuracy based on contract terms.
- Work with other ICF groups including finance, pricing, contracts, subcontracts, and billing in day-to-day activities to ensure projects are executed and running efficiently to optimize financial measures
- Ensure that programs and projects follow ICF policies and procedures and meeting contractual requirements.
Minimum Qualifications
- Bachelor’s degree in business, finance, or a related field.
- 2 + years of program or financial management experience
Preferred Experience
- Demonstrated understanding of federal and government contracting policies and procedures.
- 2 + years of program or financial management experience preferably on government, Federal, State, Local City projects.
- Experience with developing, monitoring, and managing project budgets and schedules.
- Understanding of consulting contract lifecycle.
Professional Skills
- Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, MS Project, and Teams).
- Excellent verbal and written communication skills with team members at all levels of staff, external clients, and subcontractors.
- Ability to work on multiple projects under strict deadlines in a fast-paced environment.
- Understand how individual project financial components impact project performance and fit into the overall group financial performance.
- Exceptional analytical and organizational skills, including the ability to prioritize tasks or projects and ability to carry out multiple tasks under tight or sometimes conflicting deadlines.
