Assistant Transportation Management Center Manager

WSP is currently initiating a search for an Assistant Transportation Management Center (TMC) Manager!
This position sits out of Tampa, FL.
At a minimum, the VENDOR shall schedule an Assistant TMC Manager. The Assistant TMC
Manager reports to and assists the TMC Manager with daily operations activities of the TMC
in accordance with the client Standard Operating Procedures (SOPs), all applicable standards, protocols, policies, guidelines, and preferences. The Assistant TMC Manager shall work full-time on-site at the client’s operations center.
The Assistant TMC Manager responsibilities include, but are not limited to:
- Assist in the day-to-day management of the TMC staff and resources, including problem resolution concerning TMC operations.
- Ensure that TMC operations are conducted within the design parameters, client SOPs and policies, and industry standards.
- Assist in all tasks under the responsibility of the TMC Manager.
- Ensure performance of daily maintenance checks of the system and all client Intelligent Transportation System (ITS) devices remotely.
- Determine and use existing measures of effectiveness for the TMC in terms of efficiency and effectiveness in providing transportation management, traveler information, and incident management.
- Assist in developing training and certification materials and training new Operators.
- Identify error trends pointing to areas that the Operators might need reinforcement training, including review of Operator Event Error Detail Reports.
- Conduct weekly counseling sessions with individual Operators to discuss errors issued to the staff member and the corrective action (review event reports, error logs).
- Assist with event management quality control tasks.
- Ensure Operator aids and binders are up to date.
- Collaborate with Operator training and certification.
- Ensure adequate Operator staff coverage.
- Assist with preparation of reports.
- Obtain lane closure schedules from active construction projects and update a weekly construction report listing incoming construction planned lane closures and Traffic Operations plans to address the closures.
- Develop, distribute, execute, and follow-up on Dynamic Message Sign (DMS) messaging plans for special events, construction, and maintenance activities that include lanes blockages, with approval from the TMC Manager.
- Coordinate with Smart Work Zone projects.
- Coordinate, develop agendas, and facilitate various meetings with TMC staff on an as-needed basis.
- Assist during TMC tours and presentations.
- Preparing recommended presentation materials, speeches, and public speaking engagements for Transportation System Management & Operations (TSM&O) staff and assisting in coaching staff and vendors on handling media and public speaking engagements and inquiries.
- Perform all other tasks assigned by the client.
Minimum Qualifications
- Minimum of three (3) years of supervisory/management experience in the operations of a
Transportation Management Center or similar facility
- Skilled in the use of advanced traffic management system Advanced Traffic Management System (ATMS) applications.
- Understanding of TSM&O and traffic engineering principles.
- Comprehensive knowledge of Incident Management operations.
- Demonstrated ability to provide formal training to and monitor performance of subordinates.
- Skilled in the use of Windows operating system.
- High level knowledge of Microsoft Word, Excel, and PowerPoint.
The Assistant TMC Manager should have, at a minimum, the following:
- Good leadership and interpersonal skills.
- A good understanding of key management concepts.
- Ability to clearly communicate technical information in layman’s terms.
- Ability to work alternate work schedules and be on-call 24 hours/day.
- Ability to write technical reports, manuals, and correspondence.
- Ability to coordinate real-time activities and priorities.
- Able to always maintain a professional demeanor and appearance.
