We are seeking candidates for the position of Small Business Enterprise (SBE) Program Administrator (9265) in the Equity and Inclusion.

OVERALL DESCRIPTION
Ensures that socially and economically DBEs and SBEs are provided an equal opportunity to participate in the design, construction, operation and procurements of contracts, goods and services through goal setting initiatives and creative outreach efforts. Serve as SBE Program liaison for all major projects and special assignments acting working with buyer groups. Design, develop, and analyze statistical reports; perform job site reviews for projects with DBE goals; manage data mining, collection, and analysis of third-party contractor workforce information; and provide overall data quality control for DBE business processes.
SPECIFIC RESPONSIBILITIES
- Reviews requisitions/requirements for contracts, goods and services to recommend DBE/SBE inclusion and eligibility in the SBE Program.
- Coordinates SBE procurement process and reporting.
- Coordinates with Procurement and Contracts Administration management to strategize the ideal types of requisitions to send the SBE vendors.
- Assists internal and external customers in identifying DBE/SBE firms to participate in SEPTA’s contracting activities.
- Maintains vendor performance records, to include performance history, deficiencies, responsibility determination reviews, and adherence to all contractual obligations.
- Monitors, manages and maintains data collection from prime contractors/consultants and subcontractors/consultants for workforce information related to SEPTA third-party contracts.
- Generates/analyzes/disseminates varied reporting of third-party contract workforce information to internal and external customers, including Local, State and Federal funding agencies.
- Coordinates with all third-party contractors/consultants concerning the reporting requirement and to enforce compliance.
- Conducts onsite visits to associated projects to verify and report on compliance with contract specifications and requirements, including compliance with applicable regulations.
- Participates in outreach activities to recruit potential DBE’s for the program in an effort to increase DBE contracting opportunities and the pool of available DBE firms.
- Plans and implements meetings between all SBE vendors to give them a better understanding of the Procurement process.
- Collects and maintains Solicitation Statistics Surveys.
- Designs, develops, and analyzes various management statistical reports. Research/download reporting extracts and write custom reports as needed. Organizes and secures archived reports according to SEPTA’s document retention schedule.
- Develops and implements a data quality monitoring system.
- Evaluates processes and make recommendations for quality control and process improvement and performs routine data verification and reconciliation.
- Performs regular audits to ensure adherence to established processes.
- Ensures accuracy of data, consistency of reports, and perform other data quality management activities on various data repositories.
- Maintains the DBE Program Office’s web-page on SEPTA’s website.
- Participates in divisional activities when called upon to help manage other divisional priorities.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree from an accredited college/university required and (3) years of relevant experience required or an equivalent combination of experience and education (i.e., two (2) years of related experience equating to one (1) year of formal post-high school education) may be considered in lieu of the above requirements.
