The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as the state coordinator for the Behavioral Health Network Program (BNET). The BNet program provides behavioral health services to children and youth from age 5 through age 18 who are enrolled in the Children’s Medical Services Healthy Kids insurance plan. BNet is a capitated managed care plan. The position works closely with the Department of Health, Healthy Kids, Managing Entities, and BNet Lead Agencies. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • Serves as Subject Matter expert for the BNet program.
  • Reviews existing policies and plans related to the processes of eligibility determination, enrollment, budget management, and data collection and analysis. Develops policies and plans as needed. Annually reviews the BNet Guidance Document and making any updates needed.
  • Provides training and technical assistance for regions, circuits, Managing Entities and their lead agency Behavioral Health Network contractors on eligibility determination and enrollment, budget management, and data collection and analysis.
  • Serves as Behavioral Health Network program liaison with the Department of Health, Managing Entities and BNet Lead Agencies. Serves as an administrative liaison with the other KidCare Partners including the Agency for Health Care Administration, and Florida Healthy Kids.
  • Maintains an enrollment database. Securely sends and receives program enrollment information to and from Children’s Medical Services and incorporates it into the database. Manually enters data from the BNet Lead Agencies.
  • Distributes enrollment rosters monthly to Lead Agencies and Managing Entities.
  • Tracks spending and recommends budget allocations and re-allocations on at least an annual basis.
