Position Summary

The Principal Technical Program Manager (IC4) drives execution across multiple teams or divisions, frequently leading high-visibility programs that impact product, business, or infrastructure strategy. They are trusted leaders known for delivering results, managing ambiguity, and building cross-org alignment.

Key Responsibilities
  • • Own planning, design, and execution across several teams or functions
  • • Represent the division in cross-org and executive-level program discussions
  • • Lead development of operational processes, SOPs, and tooling to scale delivery
  • • Define and manage program milestones, resources, timelines, and communications
  • • Drive resolution of complex, cross-team blockers with minimal escalation
  • • Deliver high-quality program updates to VP and executive audiences
  • • Operate as a thought partner to senior engineering and product leadership
  • • Coach and mentor TPMs; help grow the TPM discipline
Minimum Qualifications
  • • 8+ years of experience in technical program management
  • • Proven leadership in complex, cross-functional technical initiatives
  • • Experience delivering programs with infrastructure, platform, or enterprise-scale services
  • • Excellent strategic thinking, communication, and influence skills
  • • Bachelor's or Master’s degree in Computer Science, Engineering, or related field
Preferred Qualifications
  • • Experience leading programs in high-regulation environments (e.g., compliance, security, gov)
  • • Strong understanding of organizational dynamics and systems thinking
  • • Executive presence and the ability to lead without authority across multiple teams and business units

US: Hiring Range in USD from: $90,100 to $199,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
