Job Overview

  • The Senior Project Officer for the New Jersey Green Bank will serve as a key contributor to the origination, structuring, and execution of private credit and project finance transactions that accelerate the deployment of clean energy infrastructure across the state. This role is responsible for underwriting high-quality credit and investment opportunities that deliver attractive risk-adjusted returns while supporting the Green Bank’s mission of catalyzing private capital and advancing environmental equity.
  • The Office of Economic Transformation (OET) drives New Jersey’s long-term economic competitiveness by launching and managing initiatives that position the state as a national leader in innovation across strategic sectors, including clean energy, offshore wind, life sciences, advanced manufacturing, and financial services.
  • The ideal candidate will bring a strong foundation in credit analysis, financial modeling, and transaction execution, along with a deep interest in energy transition finance and the ability to navigate complex capital structures in a dynamic market environment.

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Duties

Daily Tasks and Responsibilities:

  • Lead the credit underwriting process for project finance, corporate, and structured debt transactions.
  • Conduct due diligence on sponsors, borrowers, and assets; manage engagements with third-party consultants including legal, technical, environmental, and market consultants
  • Support active portfolio management efforts through performance monitoring, covenant compliance, and risk mitigation strategies

Projects:

  • Build and maintain detailed financial models to evaluate investment opportunities, perform scenario analysis, and assess credit risk.
  • Draft and present investment memoranda and credit packages to internal investment committees and external stakeholders, including co-investors and other potential capital providers

Goals and Objectives:

  • Maintain deep market intelligence on clean energy finance, including evolving regulatory frameworks, capital markets trends, and emerging technologies

Collaboration and Cross-Divisional Interaction:

  • Collaborate with transaction origination professionals to structure investments that align with NJGB’s risk-return profile and policy objectives.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external partners.

Reporting Structure:

  • The Senior Project Officer will report directly to the Vice President of Green Finance.
  • Must complete annual self-assessment as required.
  • Performs other duties and special projects, as assigned.

Qualifications

Skills and Qualifications

Technical Skills:

  • Proven ability to analyze complex financial statements, business plans, and legal documentation in support of investment and credit decisions
  • Strong financial modeling and credit underwriting capabilities, particularly in project finance and clean energy transactions.
  • Skilled in synthesizing quantitative and qualitative findings into actionable investment insights
  • Understanding of NJGB’s programs and how they intersect with broader NJEDA and State of New Jersey development goals

Soft Skills:

  • Excellent written and verbal communication skills, with experience preparing and delivering presentations to internal and external stakeholders.
  • Ability to build and maintain strong relationships with internal teams, external partners, and industry stakeholders
  • Self-motivated individual with a stron
