Summary
Under the direction of the Deputy Executive Director, the Human Resources Manager is responsible for a comprehensive range of human resource functions within the agency. Major functional responsibilities include recruitment and onboarding, managing performance review systems, policy development, payroll, benefits, compensation administration, training and development, complaint management, and coordination of disciplinary actions.
Essential Functions
The essential functions of this position include, but are not limited to, the following:
Recruitment and Onboarding
- Administer the employee recruitment process, including creating and revising job descriptions, setting compensation levels, drafting and finalizing interview questions, managing job postings, handling applicant submissions, and ensuring legal compliance across all aspects of the recruitment process.
- Oversee the applicant selection process, establishing and ensuring adherence to standardized selection procedures and background investigations. Provide expertise and support to hiring managers, ensuring a fair, effective, and compliant hiring process.
- Develop and implement comprehensive orientation programs for new employees, focusing on acclimating them to the agency’s environment, policies, and culture.
- Ensure hiring managers develop and execute effective onboarding and training plans for new hires, aimed at equipping them with the necessary skills and knowledge to perform their roles successfully.
- Manage trial periods for new and transferring state employees, overseeing their progress and providing guidance and advice when needed.
Performance Management
- Oversee and ensure the effective implementation of a comprehensive performance review and feedback system. This includes assisting managers with online system requirements, setting and monitoring measurable objectives for their teams, identifying training and development resources, and maintaining detailed records of all assessments and discussions to track progress and justify informed decision-making.
- Coordinate the completion and submission of annual performance evaluations.
Policy Development
- Provide guidance and support to supervisors in understanding and applying workplace policies properly.
- Research, develop, and maintain employment policies including but not limited to recruitment, hiring practices, workplace conduct, performance management, compensation structures, employee complaints, conflict resolution, anti-discrimination and harassment, health and safety, training and development, and leave. This role involves regular consultation with the General Counsel and Executive Director to ensure policies meet legal standards and organizational objectives.
Training and Development
- Works with agency leadership to create training programs that provide relevant professional development and compliance training for employees.
- Collaborates with appropriate personnel or departments to ensure training programs meet organizational and individual needs and goals.
- Provide supervisory staff with information on relevant training topics related to management of employees.
Employee Complaints and Discipline
- Serves as the primary contact for managing employee complaints, disciplinary issues, and mediating conflicts.
- Guide the employee complaint process, ensuring adherence to established timelines and procedures for complaint submission, hearings, and mediation as stipulated by the HCM Civil Service Division.
Provides advice and guidance to managers in addressing employee performance or behavioral issues, formulating Performance Improvement Plans (PIPs), and using "same day summaries" for verbal warnings.
