About the role

The Infrastructure Funding and Financing Regional Funding Leader will report directly to BC’s Senior Director of Strategic Funding and will support our client services and project delivery teams and includes two primary functions – 1) helping our project teams and clients identify, strategize and secure funding for infrastructure projects through state and federal programs, and 2) providing focused consulting services related to external funding to our Business Unit leaders to help them drive growth in their respective regions.

This role requires subject matter competence, use of this knowledge to help create differentiation from that of our competitors, as well as strategic thinking to help both BC and our clients advance in this space. There will be opportunities for this role to collaborate directly with clients in an advisory and project delivery capacity. Given the client facing elements of this role, we are seeking an individual who possesses past experience with consulting and client engagement.

This role has the potential to work virtually and can be filled near any BC office, preference is mid-west and east coast..

You will have daily engagement with our Senior Director of Strategic Funding, Client Service Managers and Client Service Teams as they respond to needs from our clients regarding external funding opportunities for infrastructure projects in the water and environmental space. This may involve:

  • Review infrastructure projects and design funding strategies that identify the best possible federal and state funding sources, on behalf of clients, in collaboration with the External Funding services team and BC practice groups.
  • Provide guidance and recommendations to our clients and technical teams on potential federal, state and local funding programs that could increase client financial capabilities.
  • Provide recommendations regarding the Project scoping and potential enhancements to maximize the potential to secure outside funding.
  • Serve a Project Manager or Task Lead for funding assistance contracts including managing funding scope, schedule and budget.
  • Work across disciplines (engineering, finance, environmental and various consultants) both within client and BC team
  • Strategize and develop competitive funding applications on behalf of clients. Ensure quality and timely delivery of external funding packages.
  • Engage with local workforce in the development of funding strategies, funding identification and low-interest loan and grant writing to enable local staff to gain knowledge.
  • Support maintenance of project funding databases – working with various enterprise units to consolidate project documentation and develop a consistent approach within existing and future BC systems.
  • Work with the Senior Director of Strategic Funding to review, summarize and prepare funding fact sheets/project highlights and presentations for both internal and external publication.
  • Connect with BC’s technical leaders and project delivery teams to support compliance with and understanding of federal and state funding requirements (NEPA, Labor Compliance, DBE, AIS, BABA).
  • Support the Senior Director of External Funding with the strategic assessment external funding trends, impacts to BC markets, and potential funding opportunities to help move projects forward.
  • Support Client Service Managers on business development activities in pursuit of planning and design contracts as well as Grant contracts.

Desired Skills and Experience: 

  • 7+ years of experience with infrastructure funding and financing in the water and environmental sector
  • Bachelor’s degree in engineering, environmental science, journalism and other related fields, required; M.S. preferred
  • Candidate should have demonstrated federal and state-level funding experience with programs.
  • Successful strategic funding experience, proven loan/grant writing and funding successes, established Grant administration/Reporting; and public presentation experience including participation in conference programs/presentations.
  • Excellent communications skills
  • Proven project and people management skills, including ability to coordinate with Project Managers and technical staff.
  • Ability to work with multiple deadlines and flexibility to adapt to unanticipated client requests for funding support.
  • Strong written and verbal communication skills with the demonstrated ability to communicate clearly, concisely, and professionally for technical and non-technical audiences
  • Familiarity with the EPA, Bureau of Reclamation, Federal Emergency Management Agency and DOE funding opportunities, a plus.
  • Knowledge of alternative funding mechanisms (green bonds, private investment, P3 model, tax credits, etc), a plus.
