GENERAL JOB DESCRIPTION
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s Financial Compliance Division. Work involves establishing goals and objectives for the team. Develops and evaluates appropriate standards and procedures for monitoring borrower portfolios. Develops financial compliance guidelines, procedures, policies, or rules. Develops schedules, priorities, and standards for achieving established goals, and coordinating & evaluating performance of the division. Plans, assigns, and supervises the work of others. Provides information regarding entity past performance in the portfolio for ongoing credit analysis associated with applications for additional financial assistance. Directs the operation of the Stability Review Application developed, hosted, and maintained by the Texas Municipal Advisory Council (MAC). Oversees the CFO to Go program manager and recommends entities for participation in the program. Develops alternative methods for assessing the financial stability of entities in the program. Participates in the Financial Assistance Coordination Committee (FACC). Coordinates the resolution of non-routine requests from entities that are strictly in repayment status. Reviews proposed legislative or policy changes. Recommends and conducts site visits. Trains and reviews the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Chief Financial Officer of the Finance Office.
ESSENTIAL JOB FUNCTIONS
- Conducts financial reviews of entities that have received financial awards from TWDB.
- Oversees and conducts financial compliance and stability reviews of municipalities for which the TWDB serves as bondholder identifying material noncompliance and/or default risk.
