Job Description
AECOM is looking to fill multiple full-time Lane Managers to work on a 3-year contract with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program supporting FEMA’s four Consolidated Resource Centers (CRC). This work is 100% remote.
You must be FEMA PA Experienced to qualify for this role.
Project Overview: FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure. AECOM will support these efforts by providing FEMA a wide range of technical and program management services to support four CRCs processing grant applications and validating/preparing damage description and dimensions, scopes of work, and cost estimates and conducting compliance reviews across multiple disasters.
Position Description: The Lane Manager is a key contributor to the Public Assistance (PA) Program delivery model. They oversee consolidated resources using a standardized approach to PA grant application (project) development in all categories of work. Lane Managers need to have situational awareness of disaster and applicant profiles to forecast resource requirements and prepare for efficient work processing. Lane Managers are responsible for managing their assigned team, managing the quality and production rates of assigned projects, and communicating with multiple stakeholders. The Lane Manager must attend daily stand-up meetings and complete required daily, weekly, and monthly reports.
The Lane Manager must have a working knowledge of the various projects that come into their lane (Completed or Standard), including current work distribution, workflow, and potential special considerations (i.e., Insurance, Mitigation, and Environmental Planning and Historic Preservation (EHP)). In addition, they should be knowledgeable in writing a project’s Damage Description and Dimension (DDD), Scope of Work (SOW), and cost estimate.
The Lane Manager will use FEMA’s Grants Manager system. FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including the correspondence.

- Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and clearly present key disaster recovery issues and progress to resolution
- Outstanding smartphone and computer skills – this job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required:
- Proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, and Google Earth (file conversion and import/export ability required)
Qualifications
Minimum Requirements:
- Bachelor’s degree in Construction Management, Engineering (Civil, Structural, Mechanical, Environmental, Electrical, Geotechnical) or related degree with 4 years of relevant experience or demonstrated equivalent experience or education
- US Citizenship required with the ability to obtain and maintain DHS Public Trust
- FEMA PA and/or CRC experience is required for Lane Managers
