The <b>Lead</b> <b>Business Data Analyst</b> will work as part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.</p><p>The successful candidate will serve as the lead primary bridge between federal business stakeholders and the CMM Data Modernization and Governance technical delivery teams, ensuring requirements are accurately captured, governed, and translated into high-quality data products. This role supports data modernization by driving requirements management, source-to-target mappings, data governance coordination, and documentation required to deliver compliant, auditable, and mission-aligned reporting, analytics, and AI/ML solutions.</p><p>The <b>Lead</b> <b>Business Data Analyst</b> will execute the following responsibilities:</p><ul><li>Lead elicitation, analysis, and documenting business, functional, and data requirements for CMM data products and analytics.</li><li>Lead development and maintain Source-to-Target Mappings (STTMs), workflows, and data requirements documentation.</li><li>Facilitate stakeholder workshops, working sessions, and governance meetings, capturing decisions and action items.</li><li>Translate statutory, operational, and reporting needs into clear user stories and acceptance criteria.</li><li>Support data governance coordination, ensuring alignment with standards, policies, and stewardship decisions.</li><li>Partner with data engineers and architects to validate data models, transformations, and reporting logic.</li><li>Ensure requirements incorporate data classification, security, and access control considerations.</li><li>Support testing activities, including test planning, validation of results, and user acceptance testing (UAT).</li><li>Produce and maintain Agile artifacts (backlogs, user stories, traceability matrices).</li><li>Contribute to metadata catalog ingestion by defining business definitions and data attributes.</li><li>Support training, documentation, and communication for CMM data products users.</li><li>Ensure all documentation is audit-ready, version-controlled, and SOW-compliant.</li><li>Operates within an Agile federal delivery environment supporting multiple scrum teams.</li><li>Collaborates closely with business owners, data engineers, architects, and governance teams.</li><li>Accountable for requirements of accuracy, traceability, and documentation quality.</li><li>Expected to maintain audit-ready artifacts and timely deliverables.</li></ul><p><br/><b>QUALIFICATIONS</b></p><ul><li>MA/MS degree with 7+ years or BS/BA degree with 9+ years of general experience in information systems and 7+ years of specialized experience.</li><li>Experience may be considered in lieu of degree.</li><li>Experience assisting with testing, writing acceptance criteria and confirming test cases results.</li><li>Experience with producing relevant and current requirements, sizing user stories correctly, and removing roadblocks prior to sprints start.</li><li>Proven experience as a Business Analyst on enterprise IT or data programs.</li><li>Demonstrated experience supporting cloud data platforms, analytics, or data initiatives.</li><li>Strong expertise in requirements management, data analysis, and documentation.</li><li>Experience working in federal or regulated environments (plus).</li><li>Familiarity with Agile/Scrum delivery methodologies.</li><li>Proven ability to work with both technical and non-technical stakeholders.</li><li>Experience supporting federal judiciary or justice-related programs.</li><li>Familiarity w
