For every child, the right to a Future
The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Service examines reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources, sexual harassment, abuse of authority, sexual exploitation and abuse, and other prohibited conduct.
The Sexual Exploitation and Abuse (SEA) team is responsible for the intake, assessment, and management of SEA and serious child safeguarding (CSG) cases, including those involving UNICEF partners. The team also maintains UNICEF’s SEA case data in the Secretary-General’s UN System-wide Reporting Mechanism and contributes to policy, training, and reporting initiatives.
This position is located in New York. The incumbent will report to the Chief of Investigations (SEA Team), under the overall guidance of the Deputy Director of Investigations.
Summary of key functions/accountabilities:
- Manage the intake and triage of incoming SEA and CSG reports, including those implicating personnel of UNICEF partners in particular, identifying urgent actions such as referrals for victim assistance or to other UN entities.
- Register and update SEA/CSG reports in internal case management systems and the Secretary-General’s UN System-wide SEA Reporting Mechanism, ensuring accuracy and data integrity.
- Analyse case data to identify trends and prepare statistical and qualitative reports for internal and external stakeholders.
- Liaise with UNICEF offices at HQ, regional, and country levels, as well as with other UN agencies, implementing partners, and donors, to obtain information and facilitate appropriate action.
- Provide guidance to UNICEF offices on SEA/CSG reporting processes, response protocols, and best practices.
- Conduct victim/survivor-centred interviews with complainants, potential victims, and witnesses; gather, review, and assess evidence for relevance and reliability.
- Review and assess third-party reports and investigation related materials for adequacy and compliance with investigative standards.
- Prepare clear, concise written outputs, including assessment reports, referral memoranda, and notes for the record.
- Deliver training and presentations to UNICEF personnel and partners on the assessment and investigation of SEA and CSG cases.
- Contribute to the development of policies, procedures, and guidance materials related to the prevention and response to SEA and CSG.
- Undertake, as required, initial assessments and investigative work of other forms of misconduct and support full investigations in collaboration with other investigators.
- Carry out additional duties in support of the investigations function, as needed, to contribute to the Section’s overall objectives.
