Job Description

 

Turner & Townsend Heery is seeking a Project Controls Engineer to organize cost and schedule components of projects for internal and external parties.

The role requires a smart, motivated professional for management support, contracts management, and finance management related to implementation of large-scale water and wastewater program in Charles County, MD.

The Project Controls Engineer's duties will include reviewing costs, tracking progress, reporting results, process improvement and benchmarking. This is a hybrid position which requires occasional travel to the client site in Charles County, MD.

Responsibilities:

 

  • Develop initial project budget for planning activities.
  • Track and maintain budgets, analyze, and report weekly/monthly trends.
  • Creation and maintenance of dashboards for recording changes, trends and project performance
  • Identify schedule and cost variances using Earned Value Management.
  • Create, maintain and follow a project and program schedule detailing when stakeholder meetings will be needed, when reviews will be necessary.
  • Drive integration with client tools (CIPAce, Microsoft Project, MUNIS etc.) & systems for benchmarking, analysis & process control.
  • Assist in the preparation of monthly project controls report and other progress reports for the client.
  • Provide support to the Program Team throughout the program lifecycle.
  • Develop and maintain positive working relationship with client project controls and other stakeholders.
  • Collaborate closely with Program Manager and Project Managers to support multiple projects and Program.
  • Support the funding for design and construction phases of the projects.
  • QA/QC project specific cost estimates.
  • Maintain the standards, processes, procedures, and deliverables for all reporting activities for assigned delivery team.
  • Document control.

Qualifications

 

  • Five (5) to ten (10) years’ experience in project controls or project management in the construction industry.
  • Degree in engineering, architecture or construction preferred.
  • Proficiency in using Microsoft Project for managing projects and programs using critical path method scheduling.
  • Familiar with CIPAce enterprise software for Capital Program and Project Management.
  • Experience in developing and implementing project control systems and procedures.
  • Knowledge of Earned Value Management criteria and methods.
  • Review and evaluate contract change orders for impact on budget and schedule and evaluate contractor recovery schedules.
  • Strong interpersonal, communication, and problem resolution skills with ability to communicate with people at all levels of the organization.
  • Action-oriented and excellent organization skills with demonstrated ability to multitask.
  • Tech proficiency and advanced application of Microsoft Office and Google Suite Applications.
  • Excellent report writing and presentation skills.
  • Excellent verbal and written communication skills, including documentation.
  • The tenacity and drive to inject value and create solutions.
  • Develops good working relationships with project team.
