Senior Human Resources Manager

CSEngineering, a Service-Disabled Veteran-Owned Small Business (SDVOSB), is seeking a Senior Human Resources Manager to lead and oversee the full scope of Human Resources and Talent Acquisition operations. This role is ideal for a hands-on leader who thrives in a fast-paced small business environment, balancing strategic vision with day-to-day HR execution to support company growth and federal contract compliance.
Key Responsibilities
Leadership & Strategy
- Direct and manage all HR functions, including recruitment, employee relations, benefits, performance management, and compliance.
- Partner with executive leadership to align HR strategy with organizational goals and evolving contract requirements.
- Lead HR and Talent teams to drive efficiency, accountability, and continuous improvement across the organization.
Talent Acquisition & Retention
- Oversee full-cycle recruitment, onboarding, and workforce planning to meet current and future program needs.
- Support proposal (RFP/RFQ) efforts by developing compliant and competitive labor categories, compensation structures, and resumes.
- Enhance onboarding and engagement programs to improve employee retention and promote a strong, inclusive culture.
- Leverage AI-powered sourcing and screening tools to identify top candidates efficiently, optimize talent pipelines, and reduce time-to-hire.
Performance Management & Development
- Implement and maintain a structured performance management program, including goal setting, coaching, and annual reviews.
- Design training initiatives to upskill employees and prepare new managers for success.
- Incorporate AI-enabled analytics to identify skill gaps, track engagement, and support data-driven development planning.
Compensation & Benefits
- Administer company benefits programs including health, dental, vision, life insurance, 401(k), and ancillary offerings.
- Lead annual renewals and vendor negotiations to balance cost efficiency with employee satisfaction.
- Collaborate with Finance to ensure accurate and timely payroll processing and reporting.
- Use data and automation tools to enhance compensation benchmarking and equity analysis.
Compliance & Reporting
- Maintain compliance with all federal, state, and local employment laws, including SCA, FLSA, FMLA, ADA, and DOL requirements.
- Prepare and submit required filings such as AAP, ACA (1095-C), EEO-1, OSHA 300A, and VETS-4212.
- Ensure all hiring, onboarding, and recordkeeping processes comply with OFCCP and federal contracting standards.
Systems, Technology & Process Improvement
- Manage HRIS, ATS, and related systems (e.g., Deltek Costpoint) for integration across payroll, onboarding, and performance management.
- Identify process gaps and implement technology-based solutions - including AI-driven reporting and automation tools - to streamline workflows and improve data accuracy.
- Drive innovation by evaluating and adopting emerging HR technologies that enhance employee experience and operational efficiency.
Employee Relations
- Serve as a trusted advisor to employees and managers on HR matters, ensuring a fair and consistent approach to policies and investigations.
- Promote open communication, engagement, and recognition initiatives to strengthen company culture.
Qualifications
Required:
- 10+ years of progressive HR experience, with at least 5 years in a managerial capacity.
- Hands-on experience with Deltek Costpoint (HR and Payroll modules).
- Strong understanding of government contracting HR practices and compliance.
- Payroll administration experience (5+ years).
- Bachelor's degree in Human Resources, Business Administration, or related field.
- U.S. Citizenship required.
