Job Summary

The responsibilities are for the overall management and operations of the Streets and Drainage Division. To include but not limited to: the planning, scheduling, and directing of Public Works projects concerned with the construction/maintenance of county roads and bridges, and stormwater/drainage systems. Will administer budget development functions for division operations and contract services; supervision of division including training, coaching, counseling, mentoring, professional development, assigning/reviewing work and disciplining.  Ensures customer expectations are met or exceeded through an effective design, construction, cost and efficiency.  Ensures that all Public Works activities are in the best interest of Clay County adhering to public health, safety and environmental laws and regulations, reports to the Public Works Director.

Essential Duties and Responsibilities

  • Oversees the management of Streets and Drainage Division in four different geographical locations throughout the County, focuses on our Department vision, developing goals and objectives to accomplish our mission. Reviews work of subordinates for completeness, accuracy and accountability; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
  • Manages the preventative maintenance program for the Clay County, on behalf of the Engineering and Public Works Director, coordinates the daily activities of the following areas within the Public Works Department: road & bridge maintenance; road construction & resurfacing; right-of-way maintenance, landscape mowing and aquatic weed control.
  • Ensures compliance with all statutes, codes, standards, laws, regulations that pertain to the Public Works department.
  • Keeps current on regulatory changes and participates in technical/professional society activities.
  • Performs supervisory duties as teaching, coaching, assigning work, planning, maintaining standards, accountability, responsibilities, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending transfers, promotions, disciplinary action, discharges and salary increases as appropriate.
  • Interacts and communicates with various groups and individuals such as County Manager, Board of County Commissioners, County department director and division managers and employees, regulatory agencies, consultants, contractors, professional organizations and state departments.
  • Develops annual capital and operating budget for Department; monitors expenditures and ensures fiscal compliance with County expectations. Member of the Clay County Emergency Management team, organizing, planning and managing disaster support. May be designated to acts as the Director in his absence.
  • Provides input for union negotiations and helps resolve union issues/grievances with divisional personnel.
  • Develops and implements operational and administrative policies and procedures and recommends new and amended ordinances to resolve operational procedures.
  • Reviews and analyzes information, reports, and statistics on department operations to determine needs and assess progress in fulfilling department objectives.
  • Responds to inquiries, suggestions, complaints and other comments from the public, the news media, and other interested and affected groups.
  • Drafts correspondence for the department and other management offices.
  • Prepares and delivers presentations to citizen groups, and other committees, associations, and interest groups.
  • Ensures compliance with all statutes, codes, standards, laws, regulations that pertain to the Public Works division.
  • Works in a safe manner and reports unsafe activity and conditions.  Follows safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring.
  • Performs other duties as assigned.

Minimum Requirements

  • Fifteen (15) years of experience in roadway maintenance/construction, and roadway equipment.
  • Ten (10) years of progressive supervisory experience.
  • Public or Government experience.
  • A High School Diploma or GED equivalent is required
  • Valid Florida driver’s license with clean driving record
  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge, and abilities to perform the essential functions of the job.
