JOB SUMMARY:

This is a Revenue Program Administrator I – SES (Budget Manager) position located in Property Tax Oversight (PTO) program’s Budget Office. This position leads a team of budget analysts and is an excellent fit for self-motivated professionals. If you enjoy analyzing data, budget planning, problem solving, and business process management, this may be the position for you. Your duties would include:

  • Directing the annual review and approval process for county property appraiser and tax collector budget requests statewide to ensure that they are neither inadequate nor excessive, and analyzing complex funding requests.
  • Communicating and providing aid & assistance to property appraisers, tax collectors, local government officials, citizens, and legislative/executive staff.
  • Developing the program’s annual legislative budget request and long-range program plan.
  • Managing all aspects of the Program's operating budget which includes, but is not limited to, monitoring appropriations, approved budget, allocations, availability of funds, preparing budget reports, amendments, transfers, and other matters dealing with the budget.
  • Designing, evaluating, and recommending business process and budget changes based on need and analysis. 
  • Conducting strategic reviews and analysis for the purposes of developing benchmarks and methods of measuring program strategies and operations.
  • Developing and delivering training presentations, instructional manuals, budget forms, worksheets, and online webinars.

MINIMUM REQUIREMENTS:

  • Five years of experience in budget, business process management, and/or financial analysis.*
  • Experience with budget planning, preparation techniques, methods of reviewing and analyzing financial data, and recommending budgetary revisions.
  • Experience interpreting and applying laws, rules, policies, and procedures.
  • Experience and advanced proficiency with Microsoft Excel, PowerPoint, and Word, including pivot tables, VLOOKUPs, formatting tables & reports, and professional presentations.

SUBSTITUTIONS:

  • *A bachelor’s degree from an accredited college or university with a major in accounting, finance, business administration, economics, public administration or related field can substitute for four years of experience.

PREFERENCES:

  • State and/or county government budget experience.
