Job Description:

The Program Coordinator provides supervision and oversight to 4 to 5 QA Program Accuracy Specialist positions and all associated activities. Activities include case reviews, quality assurance reviews, technical assistance, training, process improvement, and support to local and statewide continuous quality improvement (CQI) teams and activities. Activities include oversight of case reviews and other activities necessary in preparation for the 2025 Federal Children and Family Services Review. The QA Program Coordinator duties include the following:
o Coordinate and implement continuous quality improvement activities throughout the State.
o Work closely with the local Service Area CQI team to analyze data specific to the service area.
o Serve as a lead contact for any data related questions from the field.
o Write reports, create charts and other materials to present QA review results and other quantitative data results gathered from N-FOCUS and other systems (i.e. customer satisfaction surveys etc.).
o Responsible to report QA findings to CFS Administrators, training and policy staff in order to make improvement.
o Works closely with Service Area CQI team to identify root causes of issues, identify barriers and develop strategies to improve performance.
o Takes a leadership role in facilitating teams which included clear expectations to team members, reliability, accuracy and effective problem solving.
o Provide consultative advice and direction to CFS Administrators, Supervisors, and Workers in the development and utilization of QA measuring and monitoring tools to collect and evaluate appropriate data relative to outcome standards.
o Identify safety issues that need to have immediate attention in order to assure safety of youth.
o Create, design, write and test Quality Assurance (QA) tools and guidebook. Develop and Implement QA review process.
o Develop and coordinate a continuous inter-rater reliability program to monitor and report on QA reviewer reliability and repeatability results.
o Complete 2nd level review of QA tools completed by 1st Level QA review staff to ensure reviewer reliability and consistency. Provide direction, clarification and work with 1st level reviewer to identify and address reliability issues.
o Obtain and analyze data for from QA reviews, Info View, N-Focus, COMPASS and other sources.


 

Requirements/ Qualfiications

Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.

Preferred Qualifications: Knowledge of and experience with State and Federal laws and regulations regarding Children and Family Services, various family dynamics, NFOCUS, and Microsoft Office products (especially Excel).  Experience with the Children and Family Services Review (CFSR), case management activities to ensure safety, permanency and well-being for children and families.  Knowledge of and experience with Continuous Quality Improvement processes, including quality assurance activities and performance improvement principles.  Knowledge of and experience with data analysis and reporting.  Supervisory and team leadership experience.

Other: The employee must possess a valid driver's license or the ability to provide independent authorized transportation.
