The Deputy of Programs functions as a key member of the Executive Leadership Team, responsible for strategic planning and operational oversight and operational management for the Medicaid fee-for-service and managed care delivery systems, health plan compliance, and program integrity of the Medicaid program. This leadership role drives development, implementation, and optimization of the Medicaid health care delivery system (which includes fee-for-service, managed care organizations, multiple large-scale contracts, and complex programs and initiatives) to improve health outcomes, ensure regulatory compliance, manage costs and enhance member and provider experience.

The Deputy of Programs has executive leadership, management, and budgetary responsibilities for the Divisions of Health Care Services, Program Integrity, Program Operations, and the Office of Managed Care Compliance.

The incumbent will work very closely with the Managed Care Organizations (MCOs) and will be the executive point person for the MCOs.

The business needs of this position have office requirements to include but are not limited to leadership of cross-functional teams, and coordination with internal departments, analysis of proposed legislation and testimony at legislative committee meetings, as well as development of agency budget decisions, and as part of the agency Executive Leadership Team, the Deputy of Programs works closely with the Governor’s office, Office of the Secretary of Health and Human Resources and other key agencies’ leadership.

Minimum Qualifications

Extensive experience in health care operations and health care delivery systems, including fee-for-service and managed care principles and payment models.

Extensive executive level leadership experience managing director level staff responsible for direct program operations and activities.

Extensive experience with large-scale organizational functions related to administrative operations for health care programs.

Extensive experience leading, implementing, and monitoring large-scale procurements and contracts.

Extensive experience with strategic planning, program design, project management, and implementation of complex programs (including federal and state requirements).

Extensive financial management experience developing and monitoring budgets and balancing resource needs across multiple operational areas.

Extensive system experience with computer software such as Microsoft Office or similar software.

Extensive knowledge/experience with Medicaid (Medicaid and CHIP federal and state laws, regulations and policies), managed care or public health systems.

Extensive experience with meeting deadlines and managing multiple priorities/initiatives.

Extensive experience with managing relationships with the MCOs, stakeholders, and federal and state partners, such as Centers for Medicare & Medicaid Services (CMS).
