DSFederal,Inc. is seeking for an experienced Technical Lead with a robust background in CMS operations, particularly in the maintenance and enhancement of learning management systems (LMS). The ideal candidate will also possess expertise in DEVSECOPS practices for applications development and a proven track record in designing public-facing IT solutions grounded in Human-Centered Design principles. Strong public speaking and communication skills are essential, as this role will involve engaging with stakeholders and presenting project updates and strategies effectively. This is a contingent Position.
Job Duties/ Responsibilities:
Architectural Design:
· Develop and document comprehensive architecture designs that align with CMS's strategic goals.
· Evaluate existing systems and recommend improvements to enhance efficiency, scalability, and security.
Stakeholder Engagement:
· Collaborate with CMS stakeholders, including business leaders, IT teams, and external partners, to gather requirements and ensure alignment with business objectives.
· Facilitate discussions and workshops to understand user needs and translate them into technical specifications.
Solution Development:
· Design and oversee the development of innovative technology solutions that address complex business challenges.
· Ensure that solutions are compliant with CMS regulations, including HIPAA and other healthcare-related standards.
Integration Management:
· Lead integration efforts between various systems, including electronic health records (EHRs), claims processing, and data analytics platforms.
· Develop and implement data flow architectures that facilitate secure data exchange.
Technical Leadership:
· Provide technical guidance and mentorship to development teams throughout the project lifecycle.
· Stay abreast of emerging technologies and best practices to drive continuous improvement in solution design.
Quality Assurance:
· Establish and enforce quality assurance processes to ensure the reliability and performance of solutions.
· Conduct code reviews, testing, and validation to ensure adherence to architectural standards.
· Documentation and Reporting:
· Create and maintain comprehensive documentation for architecture designs, processes, and workflows.
· Prepare reports and presentations for stakeholders to communicate project status, risks, and outcomes.
Continuous Improvement:
· Monitor and evaluate the performance of implemented solutions, making recommendations for enhancements.
· Foster a culture of innovation and continuous improvement within the technology teams.
Communication and Public Speaking:
· Facilitate effective communication among team members, stakeholders, and external partners.
· Prepare and deliver engaging presentations to stakeholders and senior management, clearly articulating project status, strategies, and outcomes.
· Reporting and Compliance:
· Prepare and present regular project status reports to senior management and stakeholders.
· Ensure compliance with CMS regulations and guidelines throughout all project phases.
· Collaborate with business analysts and project managers to define project scope and objectives.
· Participate in the development of project plans, timelines, and resource allocation.
· Conduct feasibility studies and impact assessments for proposed technology initiatives.
· Liaise with external vendors and contractors to ensure effective integration and deployment of third-party solutions.
· Develop training materials and provide training sessions for users and stakeholders on new systems and processes.
· Participate in community and industry forums to represent CMS and share best practices in solution architecture.
· Assist in the development of policies and procedures related to technology use and data management.
· Support the CMS mission by advocating for user-centric design and effective healthcare solutions
RequirementsExperience/Skills Required:
· A bachelor’s degree in a relevant field (e.g., Computer Science, Information Technology, Engineering).
· Strong verbal and written communication skills to effectively convey information to team members and stakeholders.
· A minimum of 5 years of experience in technical leadership roles within government contracting or a related industry., depending on the organization's requirements and the complexity of projects.
