Chief of Security

 

The Manager level position is responsible for managing the critical area of physical security at all PGW facilities, as well as ensuringthe personal safety of all on-site employees. This role is essential to fostering a productive working environment and to protectPGW’s assets from preventable physical loss.

The Manager’s primary responsibilities are to act as the departmental representative in strategic and financial planning processesand to conduct highly confidential investigations involving Company interests. To negotiate and manage contracts for supplementalcontract personnel, overseeing the PGW security force. To manage security systems that improve efficiency and decrease incidents,and to recommend new ways of organizing the department to anticipate and meet developing needs. The Manager develops anenterprise-wide plan that addresses specific security risks or events: crisis scenarios linked to possible security events,documentation of such plans, continual review and revision of departmental policies and procedures.

The role requires availability outside normal business hours to respond to alarms, security breaches and emergency situations andmaintains working relationships with the bomb squad and each city police district captain to increase the Philadelphia PoliceDepartment’s understanding of PGW’s security needs. Additionally, the Manager is required to maintain working relationships withlocal, state, and federal emergency response organizations within the National Response Framework.

Responsibilities

Security Administration

Manager develops, coordinates, and maintains systems and procedures for the physical security of PGW employees, property andassets for all locations, including those that operate on a twenty-four hour; seven day-a-week basis. This includes but is not limited to:

Providing both internal and external security measures that protect the above from theft, vandalism, unauthorized access, etc.Ensuring patrols are provided to periodically monitor areas not covered by cameras, locking devices, etc.Coordinating the issuance of identification badges clearances and pictures.

Manager coordinates and maintains plans for security hardware systems with integrated components for access control and areamonitoring including but not limited to:

A Company-wide system that monitors various locales and allows security guards to leave electronic patrolling trails.Various alarm systems established to mechanically and physically secure PGW facilities out-of-hours and in limitedtravel/access areas. Manager must ensure response to all alarms and incidents outside of normal security working hours.An access control system that limits egress and ingress to authorized personnel in specified areas.Contract for alarm systems, and evaluation of alarm systems and cameras to determine the most appropriate system forvarious facilities.

Manager directs and conducts spot checks and audits ensuring an acceptable level of security is always provided, including but notlimited to:

Interview PGW employees at various locations to evaluate whether adequate levels of security are in place.Scheduling regular and ad hoc spot-checks of fences, gates, doors, windows and PGW vehicles that may be improperly left openor unlocked.Investigating unusual circumstances brought to the attention of the Security & Loss Prevention Department; andMonitoring unauthorized physical access to the gas plants.Coordinating semi-annual inspections with regulators such as the Department of Transportation (DOT) and the office of PipelinesSafety (OPS).
