The Vermont Department of Environmental Conservation is seeking a versatile and driven candidate to join our team as Accessible Assistance Specialists (Environmental Analyst III) to assist Vermonters through the American Rescue Plan Act (ARPA) as it relates to providing funding to underserved and overburdened Vermonters through the Environmental Assistance Office's Healthy Homes Initiative. The ARPA Healthy Homes Initiative currently has close to $50 million of funding that needs to be allocated by December 2024 and spent by December 2026.
This position will focus on working with individuals or communities who are applying and receiving funding through the ARPA Healthy Homes Initiative. These projects focus on providing financial assistance to (1) low-income Vermonters in need of replacing or repairing failed water or wastewater systems and (2) manufactured housing communities to complete water infrastructure upgrades and projects. Responsibilities include but are not limited to:
- Administering the ARPA Healthy Homes Initiative, including creating program documents, forms, and outreach materials; running annual award cycles; drafting award letters, contracts, and grants; reviewing and approving deliverables and invoices; creating standard operating procedures; and tracking projects and performance measures
- Updating and improving the ARPA Healthy Homes Initiative, including implementing process improvements; long-term planning; and database management
- Serving as a contact with the public regarding the program; helping applicants fill out applications; and guiding awardees through the regulatory process
- Working with internal programs and external partners to develop and update the program
- Ensuring funds are being administered in compliance with rules and regulations
The ideal candidate is self-motivated and patient, has excellent written and oral communication skills, manages time effectively and multitasks routinely, has strong organization skills, meets deadlines, and is able to work independently and as a team member with other Division and Agency staff.
Work is accomplished primarily in a standard office setting but can require travel to various meetings or site visits, for which access to reliable transportation for in-state travel may occasionally be necessary. This work is performed under the general supervision of the ANR Healthy Homes Supervisor. Considerations for teleworking are a possibility in consultation with the supervisor.
This position is a limited-service position, meaning that funding is approved for a term. Benefits and pay are identical to a permanent service position. The current term for the position is authorized until June 30, 2024.

Environmental Factors
Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Bachelor's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.

Three (3) years or more of experience in an engineering, environmental, social science, data
