Position Overview

The Deputy Director of Marketplace Business Solutions provides strategic direction, leadership and support resources for all GCI business areas. This position will effectively manage GCI’s partnerships and operations with DoIT and contracted technology vendors and work with GCI management teams to ensure that objectives and goals are met. The position will lead key initiatives from implementation to sustainable operations. The position appreciates the value and importance of building and maintaining relationships with GCI staff and external stakeholders.  The position oversees the GCI project management team, and requires strategic leadership, strong leadership skills, creativity, and an advanced communication competency. This position works closely with the GCI Marketplace Director and senior staff to design and drive business solutions and continuous improvement of functions and services. Essential Functions

• Provides leadership, vision, management, and coordination of the technology and business services portfolio for Get Covered Illinois (GCI).
• Develops and directs GCI’s organizational and program management functions and capabilities.
• Directs and oversees GCI’s project management infrastructure and services, including oversight of all major initiatives and new program and technology implementations.
• Manages, oversees and facilitates key stakeholders; represents GCI at public forums, state and national meetings, before legislative committees, with federal agencies and officials, health care industry leaders, and key vendors speaking on behalf of the Director and Marketplace Director.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• Prefers at least two (2) years professional experience working on Affordable Care Act programs.
• Prefers at least four (4) years of professional experience managing projects.
• Prefers at least four (4) years of professional experience leading new initiatives for a government or health care organization.
• Prefers at least four (4) years of professional experience with health insurance regulation.
• Prefers at least two (2) years of professional experience with process improvement initiatives.
• Prefers at least four (4) years of professional experience with stakeholder management and/or analysis.
• Prefers at least two (2) years of professional experience in contract or vendor management.
• Prefers at least four (4) years of experience in public and business
