Noblis is positioned to provide a Senior Management Analyst to decision makers in the Countering Weapons of Mass Destruction (CWMD) office under DHS to address threat anticipation, identification, and analysis support to DHS components and other decision makers.  Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and partners, and protecting the U.S. population and assets from naturally-occurring and man-made threats.

 

If you are interested in this exciting opportunity to help develop and advance DHS’s new approach to countering WMD and other threats, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD.  Responsibilities include:

• Technical editing and writing of biosurveillance products, standard operating procedures and other relevant documentation. 
• Training and mentoring new team members.
• Coordinating the management of quick turn tasks and complex, long-term assignments.
• Crafting strategic plans and implementation plans including measures of progress.  
• Planning and facilitating meetings with government officials and developing briefing materials to support various engagements. 
• Briefing key CWMD staff and external partners on relevant activities, plans, and policies pertaining to CWMD biosurveillance operations.
• Surveying partners to understand user satisfaction with delivered products and services.
• Designing and implementing effective means of internal and external communication dependent tailored appropriately to the audience.
• Conducting quality assurance and quality control of delivered products. 

Required Qualifications

• Active SECRET clearance or higher.
• Master’s of Science or higher degree and 10+ years of relevant professional experience to the responsibilities described for this role, or a Bachelor's degree and 12 years of of relevant professional experience
• Minimum of 1 year of experience managing staff or leading teams
• Excellent communication skills to include technical writing and editing, and oral presentations.
• Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients.
• Ability to work tasks autonomously and follow through to completion.
• Ability to multi-task and respond to quick turn-around requests. 
• Ability to obtain Department of Homeland Security suitability adjudication (i.e., security screening).

Desired Qualifications

• Previous professional work with federal, state and/or local governments entities.
• Demonstrated knowledge of health security, public health, CWMD and/or CBRN areas of work.
