Position Summary:
The Clinical Director is responsible for implementing the operation and administration of the practices and policies of the Children’s Receiving Home (CRH) programs as established by the CEO and Board of Directors. The Clinical Director will provide leadership, guidance and oversight for all departments providing direct services to youth and families at CRH and will serve as the Short Term Residential Therapeutic Program (STRTP) Head of Service. This will include planning, organizing, coordinating, supervising, and reviewing the work of assigned professional, clinical, residential, and administrative staff. He/she will also establish and implement operational and/or clinical processes, methods, and procedures in support of CRH programs. The Clinical Director is responsible for the operation of all areas of CRH in the absence of the Chief Executive Officer.
As Head of Service, the Clinical Director is responsible for the STRTP mental health program’s compliance with all applicable regulations and laws. He/she will manage the clinical and administrative components of the STRTP mental health plan.
Essential Duties and Responsibilities:
Program Administration
• Provides leadership role in administering, managing, coordinating, maintaining, and consulting on all programs and services. Exercises independent discretion for all matters involving CRH programs.
• Oversees the development of the agency program goals and objectives ensuring alignment with agency strategic plan.
• Participates in all program services contract negotiations.
• Develops and implements administrative and program policies and procedures.
• Provides oversight of all programs and services within the definitions, objectives, guidelines and the policies and procedures of CRH.
• Participates in the development and implementation of agency’s mission, goals, and objectives.
• Participates on CRH Board Committees as appropriate.
• Reviews and evaluates operations and activities on a continual basis.
• Participates on various internal agency committees as appropriate.
• Oversight of the agency’s programs, practices, policies and trainings meeting compliance and Council on Accreditation (COA) standards.
STRTP Head of Service
• Responsible for maintaining a safe, healthy, and therapeutic environment at the STRTP.
• Ensures that each child/youth admitted to the program has a mental health assessment.
• Ensures that each child/youth in the STRTP has commonality of needs with the other children/youth in the STRTP, including whether the child/youth’s presence is averse to the safety or mental health needs of the child/youth or other children/youth admitted to the STRTP.
• Ensures the mental health services identified on each treatment plan are provided and appropriate to meet the individual needs of the child/youth.
• Monitors the quality of the mental health services provided to the children/youth.
• Plans arrangements, including transportation, for children/youth to receive mental health services that cannot be provided by the STRTP.
• Plans arrangements for special provision of mental health services to children/youth with disabilities including visual and auditory impairment.
• Ensures that documentation and recordkeeping requirements are met.
• Develops mental health staff schedules, training schedules, mental health treatment service schedules, medication schedules and any other schedules for the operation of the STRTP mental health program.
Personnel and Quality Management
• Supervises and supports assigned staff.
• Oversees and participates in the interviewing and hiring process, ensuring compliance with all agency and regulatory policies, practices and laws.
