ICF’s Early Education Services Line of Business seeks a Technical Project Specialist to support a large early education training and technical assistance (TA) team on early care and education (ECE) projects. The Technical Project Specialist contributes to the development of innovative, high-quality products and services in support of multiple projects within the Early Education Services line of business. Technical Project Specialists have thorough knowledge of the technology platforms in use by the OCC projects, HHS 508 accessibility guidance, and support of large national TA events. The Technical Project Specialist works across teams to train and support technology needs. Bilingual Technical Project Specialists may be asked to provide translation of project resources.
The ideal candidate will have both a background and experience in Child Development or Early Childhood Education with knowledge of the Child Care and Development Fund (CCDF) regulations and program implementation with a focus on support for the delivery of technical assistance and training tasks, including resource development, event planning, data collection and reporting.
The position is full-time and home-based and may involve some travel to OCC sponsored events.
Key Responsibilities:
- Assist with planning TA events and services such as webinars, training sessions, conference calls, and information sharing events.
- Provide support in the development and revision of written and web-based resources and presentations.
- Support national webinars; distribute meeting materials; track action items; and provide key related analysis, materials, and other supporting resources.
- Take ownership of tasks assigned and show initiative to take tasks to the next level by identifying process improvements or providing thoughtful feedback.
- Support task leads with document formatting, 508 compliance, citations, and other support tasks.
- Support meeting logistics such as sending invitations, tracking registrations, following up with participants, and providing Zoom and Teams technical support as needed.
- Build strong, positive relationships with project staff for ongoing communication, collaborative planning, and shared problem solving to meet the needs of clients, states, and territories.
- Demonstrate ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.
- Understand the project's operations and objectives of providing high-quality TA resources and events.
- Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a support on high priority tasks that have tight timelines.
- Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks.
- Support the consistent implementation of protocols and procedures that ensure quality control for all technical assistance and training deliverables.
- Conduct training for team members on topics relevant to technical assistance and training resource development and dissemination; and the software that support the service delivery.
- Actively engage in team meetings, internal workgroups, and other collaborative projects as requested.
- Maintain a consistent work schedule and communicate with supervisor any changes to the schedule that impacts availability during regular work hours.
- Works closely with the project team experts following the guidance of the task leads.
- Works under fairly limited direction. Normally receives little instruction on day-to-day work, general instructions on new assignments.
- Support data collection tasks using Smartsheet, Excel and other platforms.
- Support proposal development activities as requested.
- Take notes during meetings including staff meetings and federal workgroup meetings.

Basic Qualifications:
- Bachelor’s degree in early childhood education, public policy, or management.
- 5+ years’ experience providing support, including information gathering and policy analysis, in the field of early childhood education, public policy, or management.
- 1+ year prior experience providing project management support to staff, implementing management processes, and supporting staff in management processes.
- 1+ year prior experience with data collection and analysis, participating in the development of training materials, or supporting virtual TA delivery.
