We are seeking candidates for the position of Director Training - Regional Rail (7385) in the HR/Training.

Salary Range: Min: $121,498.00 - Mid: $151,866.00 - Max: $182,234.00 

       

BASIC ADMINISTRATIVE RESPONSIBILITIES

  • Participates in the development of policies in the immediate manager’s organization and interprets such policies throughout the department.
  • Develops objectives, policies, and procedures for the approval of immediate manager.
  • Interprets and administers programs and procedures in accordance with approve policies.
  • Performs special assignments for immediate manager as requested. 
  • Reports performance to immediate manager.
  • Coordinates expense budget spending for the departments to maintain performance within budget.
  • Participates in developing a sound organization, staffed with trained personnel able to perform the functions of the departments.
  • Develops a suitable successor and be responsible for training replacements at all levels within the department.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

ADDL / DISCIPLINE RESPONSIBILITIES

SPECIFIC RESPONSIBILITIES RULES & PUBLICATIONS (Regional Rail): 

  • Interacts with federal oversight officials (FRA, RASC) regarding matters involving safe operation, required audits, and regulated compliance programs.
  • Represents SEPTA on all committees (FRA, NORAC) governing operational,     maintenance and safety-related issues to ensure the Authority has the opportunity to communicate its concerns about proposed legislations has the opportunity to communicate its concerns about proposed legislations and/or changes to current safety, operating practices, maintenance and inspection procedures and protocols.
  • Insures proper interpretation, application and compliance with all Federal operating rules and special instructions. Recommends changes needed to obtain maximum efficiency and safety.
  • Directs the development, implementation, and execution of the following programs; operating rule compliance, employee certifications, roadway worker safety, equipment testing and inspection, emergency preparedness, including issuance of new rules, review, and revision of existing rules.
  • Ensures all requirements of the Rail Safety Act of 2008 are effectively and efficiently     met via the implementation of new and or revised programs, procedures, and protocols.
  • Meets with senior management to discuss and provide overall regulatory direction and strategic oversight on all Federal regulatory and industry standard protocols and procedures. 
  • Directs the formulation and analysis of FRA related compliance programs.
  • Directs the development, publication, and distribution of all Operating rules and inspection and safety documents.
  • Ensures that all existing Authority operating rules, policies and regulations are consistent with and abide by established regulatory rules, policies, and regulations. 
  • Performs other duties as assigned. 

ADDL / DISCIPLINE RESPONSIBILITIES

Regional Rail

  • Directs the implementation and management of software application providing electronic recordkeeping and reporting for Conductors and Engineers per FRA mandate.
  • Directs, implements, and manages activities related to issuance of FRA safety and procedural rules and standards. 
  • Leads oversight and management of all Railroad Simulator Training programs and activities. 
  • Directs and approves the development, implementation, and execution of simulator scenario creation to ensure compliance with railroad rules, regulations, physical characteristics, and train handling requirements.
  • Approves the development and use of all simulator training resources, lesson plans, training aids, evaluation methods, etc.
