The Leonardo DRS Naval Electronics business provides leading naval computing infrastructure, network and data distribution and middleware enterprise services, as well as world-class manufacturing and support capabilities.
Job Summary
The VP Programs leads the Naval Electronics' Program Management Office (PMO), serves as the senior program management advisor to the SVP/GM, and oversees the program process, discipline and directives for the Naval Electronics Business Unit. The Naval Electronics business is made up of 6 lines of business that will report into this position.
Job Responsibilities
- As the Naval Electronics' PMO lead, this position is also responsible for leading monthly program reviews across the business unit
- Actively partner with functional areas (i.e., engineering, manufacturing, advanced programs and business development)
- Responsible for program management professional development strategy
- Responsible for establishing methodologies for managing inventory
- Ensure proper methods are being followed to track programs cost, schedules and performance across LOB and/or Company
- Review internal practices and compare external bench mark best practices
- Advise senior management on program concerns and issues
- Audit program reviews across segment; monitor yellow and red programs
- Develop and implement recovery plans for yellow and red programs (e.g., schedule, technical performance)
- As needed, assist in developing turn around strategies in order to meet short and long term customer schedules
- Mentor, coach and develop program managers across the Naval Electronics Business Unit
- Attend business segment reviews (QBR)
- Develop and maintain customer relationships
- Provide input into the business forecast
- May lead negotiations and discussions with potential and existing customers and partners
- Understand and develop methodologies that allow Program Managers to apply leading verses lagging indicators
- Develop processes for identifying, assessing, monitoring and mitigating risk throughout the program life cycle within the Naval Electronics Business Unit
- Support, communication, reinforce and defend the mission, values and culture of the organization
Qualifications
- Engineering or business degree required. Master’s degree highly preferred.
- Minimum of 20 years of relevant experience
- Certification in Program Management highly preferred (i.e., PMP or DAU level 3)
- Expert knowledge of program management tools and procedures
- Expert leadership and management skills, particularly “influence management” and “conflict resolution”
- Significant experience throughout the program lifecycle from development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts
- Significant Program Management developmental program experience
- Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress productivity and variance analysis
- Experience in finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management in order to manage those functions within a program
- Experience with profit and loss (P&L) management
- Excellent customer interface skills; problem solving skills; presentation skills
- Demonstrated success in managing manpower planning, project reviews, scheduling and budget control
- Must have a successful track record in managing complex aerospace/defense programs such as a prime or sub contractor to a domestic or foreign military organization
- Must have excellent leadership and oral and written communication skills
- Must have a portfolio of programs in which financial objectives (profit, cash flow, revenue, bookings) were achieved
- Prefer experience with turnaround programs in which recovery was successful
