Purpose

Provide strategic and managerial oversight and direction for processes and services to deliver information technology projects and maintain enterprise applications, including SAP, in order to meet SMUD’s strategic and operational goals and objectives. This position is accountable for ongoing leadership and management control to ensure the ongoing reliability, confidentiality, integrity, availability, and efficiency of Information Technology (IT) systems and programs.

Nature and Scope

This is a senior management level position. It is distinguished from other director positions by its emphasis on technology strategy execution, applications development and operations. This position is accountable for the design, development, implementation, evaluation, and modification of enterprise technology functions and services, which includes IT project management (waterfall, hybrid and agile), data governance and analytics, strategic planning, and enterprise architecture. This position will also partner with business units and other technology directors to deliver and support technical solutions for employees and customers in alignment with enterprise strategy and IT roadmap.

Duties and Responsibilities

  • Ensures appropriate business and technical inputs and choices are in alignment to support effective implementation of SMUD-wide systems/applications, architecture, implementation, timing/approach, and data repository policies/management, with a focus on enterprise systems and platforms centricity. Participates in the establishment of long-range strategies, direction, plans, projects, and specifications for all SMUD-wide process improvements involving technology.
  • Manages all aspects of project management, systems acquisition, installation, maintenance, training, programming, support, and utilization of complex business applications; information processing; and short- and long-range planning for key future IT services such as enhanced Web applications, project integration, and internal applications and systems improvements.
  • Works with executives, senior managers, and staff to develop and implement IT policies, procedures and processes. Works with managers and supervisors to guide and direct the work of professional and technical staff performing full range of mission critical information services work. Negotiates and administer contracts, including monitoring compliance, for a variety of consulting, maintenance, and technical services contracts.
  • Provides management and direction in goal setting and planning for a variety of IT initiatives by selecting system requirements, preparing and presenting cost/benefit analyses, and making recommendations. Contributes to ensuring effective system utilization by informing users at all levels about new technological advances, application upgrades, and new methods and procedures. Ensures maximum possible application/system availability by establishing and maintaining comprehensive and effective maintenance and upgrade schedules.
  • Oversees major IT acquisition and project management activities. Works with managers, supervisors and staff to develop and maintain high levels of customer service, professionalism, skillsets, and effective team approaches to work. Works with managers and supervisors to address and resolve a variety of staffing, employee relations, performance, and discipline issues. Serves as a member of SMUD’s senior management team.
